    Following the recent amount of fraud happening in the city of Los Santos and the amount of Crime Reports handed to Detective Bureau's Vice Division. This guide is made to help citizens understand how Contract Authentication Program works within the Judicial Branch and how to avoid being a victim of a scam using the Judicial Branch's services.

    The Contract Authenticity Office is a division in the San Andreas Judicial Branch that handles the authentication and enforcement of legally binding contracts. This may include, but is not limited to:
    • Private sale of assets (Residential, automotive, etc.)
    • Residential or automotive rental agreements
    • Employment agreements
    • Business agreements
    Contract Proposal
    The first step in creating a contract is submitting it in Contract Authenticity Office once the terms have been created and both parties are happy with them. When submitting a contract for reviewal you should always follow all the Contract Authenticity Application Guidelines presented in this official document in order to make sure your contract information and terms are valid.

    Review Process
    Once your contract has been submitted it is going to be under review by an official member of the court who will determine if your contract can be enforceable and does not violate any laws within the State of San Andreas Penal Code.
    This process usually doesn't take longer than 24 hours to complete.

    Once your contract has been approved you will be asked to visit City Hall's front desk and pay $5000 in the contract filing fee.
    Parties can choose to split the payment of the contract filing fee. When paying the fee you must collect digital evidence of the receipt in order for the payment to be valid.

    Signature Authentication
    Once a contract proposal is approved and proof of payment is provided, the next step of the process is collecting signatures from all parties involved. Parties will then be invited to the Courthouse and a member of the court will confirm your identity via your government-issued license or badge. The court will present the printed document, and watch each party sign their name.

    If convenient or to ensure the protection of the parties involved, collection of signatures may be done at separate times as long as an authorized member of the court is available to witness the signature on the original document.

    Certificate of Authenticity
    After all signatures are collected, the court will issue a Certificate of Authenticity which may be used in future court proceedings for the enforcement of the terms within the authenticated contract. These Certificates of Authenticity will be sent to all parties involved in the contract and will also be stored on an internal Judicial Branch private server for future reference.

    Sales Tax
    Always remember that you are responsible for paying Sales Taxes to the Government. Failure to do so and pocketing the tax money intentionally or unintentionally will result in GM21 - Sales Tax Evasion misdemeanor charge. Current sales tax on Vehicle and Property sales is 5% which is already taken if you use wire transfer. In case you use some other form of transferring the money, such as in cash, you need to visit City Hall Front Desk and pay an adequate percentage to the government. You should clarify in your contract which party is responsible for paying and documenting taxes of all sales. As you will see below, in contract templates provided at Contract Authenticity Application Guidelines, the person responsible is usually the Seller.

    Associate Justice Judith Mason wrote: Enterprise-scale clients that repeatedly utilize the same contract for frequent operations, such as employment contracts or standardized business agreements, may choose to apply for pre-approval for said contracts. The main benefits for pre-approving a contract is that once a base contract gets a pre-approved status, an instance of the contract will qualify for a reduced filing fee of $2,500, and signatures for authentication can be submitted digitally to the Contract Authenticity Office rather than requiring parties to sign at the courthouse.

    It is very important and desirable to go through this fairly new process every time you are buying or selling assets. Especially if a lot of money is involved. You should do so in order to protect yourself from material losses in case the other party was willing to scam you. You will be protected by Judicial Branch and every breach of authenticated contract will be treated through the court. If found guilty party who breached the contract may be receiving GF07 - Fraud. You would receive compensation for your losses according to the Judicial Branch and the terms of your contract.
