Los Santos: On April 25th, the Los Santos Police Department was informed of a potential hostage situation developing at City Hall, involving an employee of the San Andreas State Government and the organized crime group, known as "the Shadows".

Upon being alerted of the situation, officers of the Los Santos Police Department swiftly sprung into action, putting measures in place to secure the immediate safety of the employee in question, who will, at this point, remain nameless.

Several patrol units of the LSPD made their way to the front of City Hall. Officers disembarked their vehicles and headed inside the building. The shift- and incident supervisor determined the ongoing incident to be a potentially developing tactical situation that would require a clear flow of communication, opening a tactical mutual-aid frequency, in which the instructions were transmitted to all relevant parties.

Following brief deliberations with the targeted government employee and Deputy Security Director Huw Parry of the Government Security Bureau, the decision was taken to transport the individual to Mission Row, for their safety while officers and detectives of the Department, alongside agents of the Government Security Bureau, gathered in the Mission Row Community Police Station to determine the next course of action.

It was made known that representatives of the Shadows had come to Mission Row, potentially with the intention of carrying out the next phase of their nefarious plot. However, officers and agents challenged the two individuals outside of Mission Row for a few minutes, while detectives worked swiftly inside to bring the situation to a conclusion.

Warrants were issued for the arrest of the two individuals pictured, Anthon Vespucci (left) and Alastair Vespucci (right). Both individuals were booked and arrested in Bolingbroke Penitentiary on charges, subject to any judicial appeal, of blackmail, domestic terrorism, and criminal threats of a government employee.


Police Captain I Bill Breacher wrote: At approximately 17:00 on April 25th, the criminal organization known as "the Shadows" made threats against an official of the San Andreas State Government. It was decided to escort the government employee to the Mission Row Community Police Station to ensure their safety, while a team of officers led by myself were briefed on the situation.

Alistair Vespucci and members of his organization have shown with past actions, as well as their actions on this day, that they will not negotiate and choose violence over peaceful resolutions. As the Assistant Commanding Officer, Metropolitan Division, my priority and that of my team is to resolve situations swiftly and peacefully and to ensure this criminal organization and its terrorist activities were stopped before anyone was harmed or the situation escalated.

The Los Santos Police Department would like to state unequivocally that there is zero tolerance for organizations that have repeatedly threatened the safety and security of the state, government employees, and innocent civilians.
