Los Santos: On April 13th, an incident occurred involving an officer and a civilian, where the officer involved was accused of severe misconduct and criminal conduct and negligence. The officer was immediately placed on administrative leave, pending investigation.

Internal investigators of the Los Santos Police Department's Internal Affairs Division paired with Police Detectives initiated an official formal administrative and criminal investigation into the allegations that were made.

In this incident, the officer in question was found to be in direct violation of the policies and values that are set forth and expected by the Los Santos Police Department, as well as multiple criminal codes as established in the San Andreas Penal Code, through his actions.

The officer, identified as Police Officer II Matthew Barret, was involved in an officer-involved hit-and-run with a civilian, where the officer struck a civilian with their police vehicle, resulting in the civilian being left in an injured state and requiring medical attention. A sergeant of the Department, together with a detective, initiated a preliminary investigation into the matter based on the testimony provided by the struck civilian, which allowed them to identify Barret, who went on to provide several reasons as to why he was not wearing a body camera during the incident and when questioned, as well as breaking the body camera when retrieving it from his locker. Investigators uncovered false narratives and information provided by Barret and informed the Internal Affairs Division, which along with detectives mobilized to conduct a criminal investigation.

It was found that Barret lied to the supervisors attempting to conduct a preliminary investigation into the matter, and attempted to further deceive investigators of internal affairs by what was described as "accidentally" stepping on and breaking his Department-issue body camera while trying to retrieve it from his locker, failed to wear a body camera in accordance with Department policy for a prolonged period of time, and further denied allegations of striking any person with his police vehicle, while evidence existed to prove the contrary. He has been charged with VF02 - Felony Hit and Run, GM08 - Vandalism (of government property), and GM14 - Obstruction of Justice.

This incident and the actions carried out by this officer do not reflect the values, standards, and goals set forth by the Los Santos Police Department. The Los Santos Police Department strives to continue serving the people of Los Santos by professionally performing the law enforcement function, enhancing public safety, and improving their quality of life, doing so with honor and integrity while conducting ourselves with the highest ethical standards to maintain public confidence.

The victim of the actions of the former officer has been paid a total sum of $100,000 as compensation, covering any medical expenses and any stress that has come from the incident.
