Introduction
We are excited to bring you the latest updates and insights on the initiatives, policies, and achievements of our government as we continue our commitment to serving and enriching the lives of our citizens. This newsletter serves as a bridge of communication, connecting you with the important work happening throughout our state and offering you a glimpse into the impact we are making at the San Andreas State Government.
New Employees
When employees join the San Andreas State Government, we ask them a crucial question: why did they choose to join the government? We then share their answers with the public to provide insight into the kind of impact these individuals wish to make on the future and development of our city. Here are quotes received from our new employees:
Logan Stevenson, San Andreas Aviation Association wrote: I joined SAGOV and San Andreas Aviation Administration with the hope of making a difference in our amazing city. I have always wanted to be a contributing member of society and help make the lives of citizens just a little better. Serving as a member of SAGOV gives me a purpose greater than myself while also giving me an opportunity to improve myself by learning and growing. Martin Haswell, Government Security Bureau wrote: I joined the San Andreas State Government as a member of the Government Security Bureau was simply to keep members of the government safe, when I normally wouldn't be readily available and present. As being a member of the LSSD's Special Enforcement Detail, I naturally respond to a wide array of terror and gang related incidents often, This opportunity allows me to be more readily available to defend against those who would seek to destabilize our great state by way of harming Government Officials when they're not in a static location.

Recognition of Service - Tyrone Cox

March saw us bid fair well to Chief of Operations, Tyrone Cox, who had been with the San Andreas State Government for four years. Tyrone was a integral part of the San Andreas State Government and was a pillar in the foundation that helped shape the government into what it is today. Tyrone saw directorship across different bureaus in his time at SASG and was key in shaping many of them into the versions of what we see today. Business Licensing, Property and Housing, and the San Andreas Aviation Administration are all bureaus that saw leadership from Tyrone during his tenure.

Tyrone Cox was awarded the Government Award of Excellence based on the scale of his contributions of the State Government, as well as his unwavering commitment to public service and the citizens of our great state. The Government Award of Excellence is the highest award that can be awarded by the Board of Governors and is reserved for resounding acts of selflessness over an extended period of time, that help our state prosper. The award was last given to the Chief of Staff, Emily Whitehorse, and the award being given to Tyrone Cox, is clear that the hard work of individuals in this state is always appreciated.
Chief of Staff, Emily Whitehorse wrote: I want to thank Mr. Cox for everything he has done during his time and service within the San Andreas State Government. Starting with his foundational work in building the Business Licensing Bureau, to the development and establishment of the Property & Housing Bureau, as well as the early handbooks and guides, his work was some of the most important and fundamental work done to establish this government in its modern era. All these elements remain fundamental to the San Andreas State Government is why I felt it important upon his leave to issue him the Government Award of Excellence, as these contributions are something that deserve recognition beyond his service here.

It was an honor nearly three years ago to be afforded the opportunity to apply when the total government staff was no more than four people, and to personally be interviewed & accepted as an intern of the Business Licensing Bureau

PRESS RELEASE #71 - Finance Company License Changes

BACKGROUND
Citizens of San Andreas,

The Business Licensing Bureau is pleased to announce that after much review, there are significant changes to the FSBL:01 - Finance Company license. These changes are the result of much public input, as well as significant input from the Public Notary Division of the San Andreas Judicial Branch.

The changes made are in the interest of furthering fair business practises in the state and now include several stipulations to ensure finance companies are conducting proper due diligence, as well as fair collateral treatment. The vast majority of finance companies adhere to these regulations already, so the San Andreas State Government is pleased to say that the impact should be minimal for them to adopt the new changes.

Finance companies must now ensure their contracts are notarized with the Public Notary Division of the Judicial Branch, which brings the contracts into the common ground standard that is adopted across the state. Lenders must now ensure an individual's collateral is fairly treated and used for the purpose of insurance on a loan, rather than a profit avenue. These common sense changes, ensure that all aspects of lending in our state moves towards a fair standard to help benefit our economy, the citizens of the state, as well as the private businesses.

Finance companies will have a one-month grace period to ensure they meet the new standards before they are enforced and liable. The fee of the FSBL:01 license will also be increasing to $80,000 per month as these companies are deemed as 'economy crucial businesses' and this increase brings them into line with other businesses of the same type. The Business Licensing Bureau is committed to promoting fair business practices that benefit both borrowers and lenders. We believe that these changes will help ensure that finance companies are conducting proper due diligence and treating collateral fairly, which will ultimately contribute to a stronger and more stable economy for all of San Andreas.

We are always happy to ensure that the private sector of San Andreas, is as prosperous as possible, whilst upholding the highest of operating standards. Business Licensing is certain these changes positively impact all in the state, and we look forward to continuing to improve our licensing offerings.
LICENSE CHANGES
FSBL:01 - Finance Company
Any business or person which focuses primarily on providing money with the expectation of repayment with interest, e.g. Loans, must obtain a Finance Company license.

*A loan defined as, a sum of money that is borrowed from a lender or a financial institution, that is expected to be repaid over a specified period of time, along with interest.*
  • License Fee:
    * The monthly license cost is $80,000

    Restrictions & Requirements:
    * Ownership of non-residential property to operate as an office.
    * Must contractually bind a definitive agreement between the company and the client which is notarized by the Judicial Branch's Public Notary.
    * Must keep all contracts between the company and clients stored safely for up to 90 days after the contract is completed.
    * The lender shall ensure that any collateral provided by the borrower and retained by the lender is expressly detailed within the contractual agreement.
    * Prior to finalizing the agreement, the lender must perform a comprehensive financial assessment to ascertain their contentment with the collateral provided by the borrower, should the lender fail to adhere to the terms of the agreement.
    * The lender is prohibited from seeking any financial advantage from the borrower in the event of contract termination and collateral liquidation.
    * The lender is prohibited from levying an interest rate higher than 80%.


    Violations:
    * Falsely advertising loan rates is considered a minor breach of licensing conditions.
    * Failure to contractually bind a definitive agreement between the company and the client which is notarized by the Judicial Branch's Public Notary, is considered a minor breach of licensing conditions.
    * Failure to keep all contracts between the company and clients stored safely for up to 90 days after the contract is completed, is considered a minor breach of licensing conditions.
    * Exceeding the interest rate upper limit of 80% is considered a minor breach of licensing conditions.
    * In the event that collateral provided by the borrower is sold by the lender due to failure to meet contractual obligations, the contract will be considered concluded. Failure to conclude the contract is considered a major breach of licensing conditions.

    * 3 repeated minor offences are considered a moderate breach of licensing conditions.
    * Failure to upkeep terms of a contractually bound agreement is considered a major breach of licensing conditions, along with a property removal and a business termination.
    * 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions along with a property removal and a business termination.

      PRESS RELEASE #72 - Formation of Benny's Original Motorworks

      • Citizens of San Andreas,

        The San Andreas State Government is pleased to announce the formation of a new boutique mechanic shop in the city of Los Santos. Collie Fegan has been chosen to be the CEO for Benny's Original Motorworks, which is situated in Strawberry.

        The formation of Benny's comes as the San Andreas State Government hopes to provide greater car repair coverage in the state, as well as help mitigate the high number of repairs that Los Santos Customs, and Bayview both face. Benny's will focus exclusively on repairs and have a team of up to twelve mechanics that are dedicated to getting the citizens back and running. The creation of Benny's will signify the third mechanics garage that is fully funded by the San Andreas State Government and is part of the Government's commitments to improving our state in the right areas.

        In the coming weeks, Benny's will start recruitment and training of its mechanics, so be sure to keep on the lookout for recruitment adverts if you are interested in joining the team.

        I am happy to be able to announce Collie Fegan as the new leader of our first boutique mechanic shop. The Government received a number of high quality applications, and seeing so many in the state wish to take on the challenge was fantastic. Collie proved himself to be dedicated and passionate throughout the application process, which led to him being our final choice.


        I am so excited to see Benny's starting to operate, and I cannot wait to see the positive impact it will have on our state.

        I can make a joke about how I was the obvious choice etc, but really the main thing I want to say is that Benny's is here to help the state.


        I am going to take on the challenge and start by building a team of committed mechanics that will be able to cover as much of the day as possible so that the people of this state can get their car repaired, when they need it.


        We are here to take the heat off LSC and Bayview, as well as carve out our own place in this state, and I'm glad to be chosen to lead it.

      EXECUTIVE ORDER #6

      FORCEFUL CONSEQUENCES IN RESPONSE TO 'THE SHADOWS' TERRORIST ACTS
      ** 16/03/2024 **
      _______________________________________________________________________


      WHEREAS, on the 14th of March, 2024 at around 6:08PM, 'the shadows' attacked a public press conference wherein the lives of multiple officers and civilians where lost, and even more wounded, in a heinous act of senseless violence against the rule of law:

      WHEREAS, on the 15th of March, 2024 at around 10:28PM, the shadows kidnapped and murdered Director Bobby, who had no relation whatsoever to the original press conference in an attempt to subvert the orders of the judiciary and the law to attempt to force the return of their lawfully seized property:

      WHEREAS, this group has continually demonstrated complete disregard for the lives of Civilians, Medical Staff, Law Enforcement, as well as the very existence of this state, and continues to maintain complete contempt for the Legislative, Judicial, and Executive functions of governance in this great and almighty state:

      WHEREAS, the a recommendation for a State of Emergency having been made:

      NOW, THEREFORE, by virtue of the executive power vested in the San Andreas State Government, and to the maximum extent its delegated emergency powers via the constitution of San Andreas, as well as the commanders-in-chief of the San Andreas National Guard. It is hereby ordered as followed:

      1. A State of Emergency is formally declared, and while statute does not provide for such deceleration, that this order shall retain any and all rights that such State of Emergency shall be provided.

      2. Members of 'the shadows' shall retain designation as terrorists. Anyone that associates with or otherwise provides aid and comfort to them shall be seen to be an Accessory to Domestic Terrorism.

      ** This notice is printed for the convenience of Law Enforcement, and does not constitute part of the original order. **

      Law Enforcement may consider pressing the charge of 'Domestic Terrorism' if known associates commit felonies while this order is in effect. Law Enforcement may consider applying 'Accessory to Domestic Terrorism' if non-members assist 'the shadows' with these aforementioned felony crimes. Law Enforcement should consider every aspect, and make an effort to apply these charges in a just manner, and exercise judgment to avoid charge-stacking. In the event the charging is unclear, Law Enforcement should be cautious and avoid the charge, or consider contacting SABOG for advice.

      3. The National Guard shall be mobilized under the command of the Commanders-in-Chief, and operate under their directive henceforth for a period not exceeding 7 days.

      4. The state shall reserve the right to seize 30% of all assets for members of 'the shadows', and if seized shall remain frozen as a form of economic sanction, including but not limited to cash within bank accounts, vehicles, properties, & houses. These assets shall remain under the control of the Department of the Treasury of the San Andreas State Government, and shall remain in its custody until such time that the Department of the Treasury deem it not necessary. The Department of the Treasury may consider to auction the assets an necessary. The property "76 Bay City Ave" shall be seized in accordance with this clause.

      4.1 All assets belonging to members of 'the shadows' at the time of this order being released shall be recorded and logged, if the assets are transferred to any other parties, this shall constitute a violation of this economic sanction, and those assets shall remain subject to seizure.

      5. Members of 'the shadows' may not, under threat of Trespassing or other criminal charges, approach any Government-Funded organizations unless they have explicit permission by property management or are required to be present under threat of breaking another law such as GM16 - Failure to Pay a Fine.

      6. Members of the Board of Governors are authorized to receive Code 3 escorts between locations as and when required, and when they deem fit.

      7. Individuals of 'the shadows' may relive themselves of their terrorist designations upon willful release of information to Law Enforcement with any information that leads to the dismantling of the group, or surrender themselves willingly to the custody of Law Enforcement. This shall be subject to the approval of the Board of Governors.

      8. Vehicles impounded by Law Enforcement that belong to affiliates of 'the shadows' shall be held in impound for 7 days and must not be released for any reason. A list of affiliates will be made available to Law Enforcement to execute the provisions of this Clause.

      9. That within 7 days, this order be set to expire and all provisions herein become null without any effect or force of law, with the exception of clause 4, 4.1, & 6 of this order.

      PRESS RELEASE #73 - Business Rebate Scheme

      BACKGROUND
      Citizens of San Andreas,

      The San Andreas State Government, through the Business Licensing Bureau (BLB), is pleased to unveil a new Business Rebate program aimed at easing financial burdens for business owners across the state. This initiative offers refunds on expenses such as license fees, Weazel News fees, and security costs incurred during business events and operations. Additionally, the program covers a portion of the catering expenses by sourcing the required food and beverages and providing them to a business at an affordable rate. These changes can be seen in full in the section below.

      Small business is an important part of the private sector in San Andreas, and the Business Licensing Bureau has introduced this Business Rebate as a means to help bolster this sector. The rebates provided to business should also help benefit the citizens of the state, as they will be able to see a rise in the number of events and happenings across the state. The Business Licensing Bureau has hopes that such a scheme will continue to evolve in the future as new ways to improve it emerge. The continued support of the businesses across the state as a central factor at the work currently being undertaken by this bureau, and the rebate scheme is another step towards this.

      The San Andreas State Government through the Business Licensing Bureau will provide the opportunity to event based businesses such as, Nightclubs, Restaurants and Bars ((Non Scripted Businesses)), to apply for refunds on expenses including but not limited to:
      • License Fees Expenses : The Business Licensing Bureau will be offering refunds on the licenses that been used for an event, the amount of money refunded will be based on the collective amount paid for the licenses used in said event, on the number of days of the month the event was held on. If a nightclub opens for 3 days in the month, they will be rebated 3 days worth of licensing fees. This will be automatically added to every accepted rebate application, once the events are at least one (1) hour long.
      • Weazel News Fees: The Business Licensing Bureau will be offering refunds for the Weazel News expenses of the event. Upon reviewing the application the Business Licensing Bureau will decide whether the Weazel News expenses will be refunded, if accepted, the Business Licensing Bureau will be refunding the fees for up to: a one (1) day Premium Blip and Ten (10) ads. The following conditions must be satisfied for the ads to be eligible for rebate: the ad should only include advertisement and information about the event. Any other information ( example: Raffle tickets sale, Private dances sale etc.) may disqualify the applicant from this refund.
      • Security Costs: The Business Licensing Bureau will be offering refunds for the expenses of the security for the event. The amount to be refunded will be based on the judgement of the Business Licensing Bureau official present during the event. Refunds are eligible for a maximum of four(4) security agents.
      • Catering Costs: The San Andreas State Government, through the Business Licensing Bureau, will also be providing the ability for these event based businesses to request support from the Government, for food and drink supply for their events at cheap prices. The Business Licensing Bureau will provide the business with the items for the event prior. After the event, whatever was not sold, must be returned.

      This program underscores our commitment to supporting local businesses and fostering a dynamic event hosting environment within the state. I am so pleased to be able to share these changes with you. They are a fantastic union of the San Andreas State Government, and Weazel News, who were so kind to provide us the ability to include advertisements into this rebate system. Advertisements are such a big part of running events, this was perfect for us in the Business Licensing Bureaus.

      The offerings of catering and security was also another large aspect we took into consideration, as a high number of events have these elements at them. We were able to utilize licensing refunds, as well as wholesale discounts to achieve both of these changes and felt their inclusion in this scheme was integral to businesses being able to utilize it fully.

      One thing that Citizens tell us repeatedly is that the various events that are held over the state, by businesses, is one of the main inspirations for them opening their own businesses. I am proud to have worked together with the Business Licensing Bureau team and other State Government Personnel to bring this scheme to fruition, and I cannot wait to see the good it bring in our state.

          Recycling Drive
          On March 7th, the San Andreas State Government hosted a recycling drive on the front steps of City Hall. The “Turn your Trash into Cash” event invited citizens to bring their empty bottles, cans, and other recyclables, reducing the waste and litter that affects our beautiful state. Each recyclable donated equaled one chance for winning a raffle prize of $50,000.

          Dante Buchanan, Deputy Director of the Public Relations Bureau shared a few words about the event and its importance:
          “One of the most important things is the future of our planet, which is in turn the future of our species - a lot of people don’t realize that. Recycling is a big part of that. We are trying to help clean up the streets and educate about the importance of recycling in our state rather than just buying brand new. Not only that, but it brings the community together which is absolutely integral for our state going forward. I guess all of these things together made this event an absolute no-brainer - help the environment and bring people together. That’s the goal of the San Andreas State government.”

          Molly Devil, a senior government official within the public relations bureau, shared her passion for the environment and why she chose to raise awareness for this cause:
          “Recycling means everything - it means the future. It’s everything for us, everything for the state, and everything for our planet.”

          At the end of the recycling drive, more than 800 items were donated and saved from polluting our environment. Jamie Jo was the lucky winner of the raffle, but the real winner was the state and its fight against pollution.

          Closing Statement
          Perseverance; it is the word of the month. We have seen some heinous acts this month, from certain groups of individuals across the state, but what's even more important is the reaction from the citizens. March saw the state bind together and work to prove the citizens of San Andreas are unweaving and resilient. The Los Santos Police Department, Los Santos Emergency Medical Services, Los Santos Sheriffs Department, San Andreas Judicial Branch, and the San Andreas Department of Corrections, all played integral parts in ensuring the state's safety this month, and we thank them for their service.

          The San Andreas State Government has had a focus on our continued progression into better processes, as well as establishing several new ones to help support our state. We have also been reviewing current security policies and practises, in order to ensure that any acts of violence are learned from and mitigated in future.

          The Business and Licensing Bureau announced a new process that will allow businesses, who are operating and running events, to be able to get a rebate on certain expenses. This new scheme is designed to take the burden from business owners and should help increase the profitability of each of the events they run. It has the knock on benefit to citizens as well as an incentive to run more events across the state.

          The Property and Housing Bureau also released a new scheme which allows individuals to apply for government sponsored housing. This housing will be means tested with a specific set of criteria that an individual must meet to be eligible. This new project and its criteria is set to ensure the most needing in our state are helped and provided safe accommodation where they can live until they are able to afford a place of their own. This scheme, along with others that are being looked at, hopes to help quell the housing situation in our great state.

          Perseverance; there is no one who can deny it's a quality that marks our great state. It's a quality that anyone would be proud to be associated with. The San Andreas State Government hopes to continue bolstering this across the state and knows that as we continue on throughout the year, we have no doubt it will only strengthen.
