EXECUTIVE ORDER #6 _______________________________________________________________________ FORCEFUL CONSEQUENCES IN RESPONSE TO 'THE SHADOWS' TERRORIST ACTS ** 16/03/2024 ** _______________________________________________________________________ WHEREAS, on the 14th of March, 2024 at around 6:08PM, 'the shadows' attacked a public press conference wherein the lives of multiple officers and civilians where lost, and even more wounded, in a heinous act of senseless violence against the rule of law: WHEREAS, on the 15th of March, 2024 at around 10:28PM, the shadows kidnapped and murdered Director Bobby, who had no relation whatsoever to the original press conference in an attempt to subvert the orders of the judiciary and the law to attempt to force the return of their lawfully seized property: WHEREAS, this group has continually demonstrated complete disregard for the lives of Civilians, Medical Staff, Law Enforcement, as well as the very existence of this state, and continues to maintain complete contempt for the Legislative, Judicial, and Executive functions of governance in this great and almighty state: WHEREAS, the a recommendation for a State of Emergency having been made: NOW, THEREFORE, by virtue of the executive power vested in the San Andreas State Government, and to the maximum extent its delegated emergency powers via the constitution of San Andreas, as well as the commanders-in-chief of the San Andreas National Guard. It is hereby ordered as followed: 1. A State of Emergency is formally declared, and while statute does not provide for such deceleration, that this order shall retain any and all rights that such State of Emergency shall be provided. 2. Members of 'the shadows' shall retain designation as terrorists. Anyone that associates with or otherwise provides aid and comfort to them shall be seen to be an Accessory to Domestic Terrorism. Spoiler ** This notice is printed for the convenience of Law Enforcement, and does not constitute part of the original order. ** Law Enforcement may consider pressing the charge of 'Domestic Terrorism' if known associates commit felonies while this order is in effect. Law Enforcement may consider applying 'Accessory to Domestic Terrorism' if non-members assist 'the shadows' with these aforementioned felony crimes. Law Enforcement should consider every aspect, and make an effort to apply these charges in a just manner, and exercise judgment to avoid charge-stacking. In the event the charging is unclear, Law Enforcement should be cautious and avoid the charge, or consider contacting SABOG for advice. 3. The National Guard shall be mobilized under the command of the Commanders-in-Chief, and operate under their directive henceforth for a period not exceeding 7 days. 4. The state shall reserve the right to seize 30% of all assets for members of 'the shadows', and if seized shall remain frozen as a form of economic sanction, including but not limited to cash within bank accounts, vehicles, properties, & houses. These assets shall remain under the control of the Department of the Treasury of the San Andreas State Government, and shall remain in its custody until such time that the Department of the Treasury deem it not necessary. The Department of the Treasury may consider to auction the assets an necessary. The property "76 Bay City Ave" shall be seized in accordance with this clause. 4.1 All assets belonging to members of 'the shadows' at the time of this order being released shall be recorded and logged, if the assets are transferred to any other parties, this shall constitute a violation of this economic sanction, and those assets shall remain subject to seizure. 5. Members of 'the shadows' may not, under threat of Trespassing or other criminal charges, approach any Government-Funded organizations unless they have explicit permission by property management or are required to be present under threat of breaking another law such as GM16 - Failure to Pay a Fine. 6. Members of the Board of Governors are authorized to receive Code 3 escorts between locations as and when required, and when they deem fit. 7. Individuals of 'the shadows' may relive themselves of their terrorist designations upon willful release of information to Law Enforcement with any information that leads to the dismantling of the group, or surrender themselves willingly to the custody of Law Enforcement. This shall be subject to the approval of the Board of Governors. 8. Vehicles impounded by Law Enforcement that belong to affiliates of 'the shadows' shall be held in impound for 7 days and must not be released for any reason. A list of affiliates will be made available to Law Enforcement to execute the provisions of this Clause. 9. That within 7 days, this order be set to expire and all provisions herein become null without any effect or force of law, with the exception of clause 4, 4.1, & 6 of this order.
