      INCIDENT NARRATIVE
      • Incident Date: 19/JUL/2023

        Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
        • A call came in from MD of a medic not responsive that dropped a panic. A solo unit, Bill BReacher, arrived first on scene and saw one male with a gun run and drive away in a tan Kamacho.

          An investigation was started on the suspects and the vehicle. Police Detective located the owner of the vehicle at Bayview then the Bayview clothing store. Two suspects were spotted inside the clothing store. With both matching clothing descriptions of the males involved in holding up MD.

          The suspect spotted with the firearm was found to have the rest of the clothing that didn't match in his pockets. The suspect in the back passenger seat was found to have ditched his t-shirt as it was not recovered.

          MD was able to voice and visually ID both suspects as being involved.

          Overall both suspect articles of clothing that we had matched, the voices matched and the owner of the vehicle matched to the suspect.
      EVIDENCE DETAILS
      • Document the possessions confiscated from the arrested suspect.
        Possessions are to be documented individually, examples of documented illegal possessions are "Pistol .50" or "12 grams of Cocaine". Legal possessions that can be categorized may be grouped, eg. "Clothing" to describe all clothing items. Body camera footage/pictures may be attached as an evidence exhibit.

        Where possible, the serial number of each firearm seized as evidence should be noted.

    • We had responded to a department radio call, asking us to assist a Medic's panic call at the pier. While we were there, we reviewed and received the bodycam footage from the Medic who was held at gunpoint by an individual in a Grey overcoat, dark pants, and a Black T-Shirt mask.

      In the bodycam, we were able to make out a vehicle plate, and running it through our MDC, it came back to a Linden Thuynsma. Using our tools available in the Detective Bureau, we were able to pin-point where Mr. Thuynsma was, which was a clothing store in Paleto.

      We arrived on scene, and we saw an individual in the store. We were trying to detain the individual, but due to the man being belligerent, and spouting weird words at us, ((a lot of IC/OOC mixing, requiring an admin sit and a lot of pausing)), we completely missed Mr. Thuynsma. ((To all LEO involved, he was invisible to us.))

      Looking through the store again, we found that Mr. Thuynsma was there in plain sight the whole time, and he was completely compliant with our investigation. He informed us that his Kamacho, which matched 1:1 to what was in the bodycam, was at Bayview, and that during a period of time, was taken from behind the locked gate for about 5 - 10 minutes, during the timeframe in which the situation with the Medic happened.

      We reviewed CCTV, and were able to see a masked man wearing everything the individual we've detained was wearing, step into the Kamacho, and leave from the area. We questioned Mr. Thuynsma on if anyone else would have keys to his vehicle, and he did state that yes, there were others that had keys to his vehicle, but too many to name off.

      With the chaos of the other Bayview employees completely disregarding our orders of giving us space to conduct our police work, we moved from Bayview down to Mission Row, were we finished out questioning, and concluded our investigative work.

    • We had received a call from MD that a medic was non-responsive, and afterwards that they were being held at gunpoint by someone. Upon responding to the scene, I arrived before any other units and found a tan camo Kamacho was parked next to an ambulance, with a medic down on their knees and someone in a long dark jacket and a black t-shirt mask holding them hostage. There were two other individuals in the Kamacho as well both wearing masks. Upon seeing me, the individual with the gun began to run and get into the Kamacho leaving them medic behind and they drove off. Due to me being a solo officer, I approached carefully for my own safety as I had no backup yet. I called out on the radio the description of the Kamacho as other units were not far behind and they began to chase it. The medic was able to remember the license plate of the kamacho and one of our detectives tracked down the registered owner to Paleto Bay inside a clothing store. Upon arriving at the clothing store, there were two people inside, both of which matched the clothing descriptions, or had clothing on them perfectly matching the clothing worn by our suspects. We further found the exact Kamacho used close by parked at the Bayview employee parking lot. We eventually took both of these individuals back to Mission Row where we had the medic that took them each hostage look at each of them and listen to their voice to ID our suspects as the ones who took them hostage, to which the medic positively ID'd them both, at which point we had our suspects beyond a reasonable doubt identified. We charged them and took them to DOC.

      I will additionally provide my body camera footage here as well as further evidence of the situation and my observations.

A decision was reached in the above case on the 12th day of November, 2023.


The case of #23-CM-0094, State of San Andreas v. Linden Thuynsma has been resolved.

On the 19th of July, 2023, law enforcement officers with the Los Santos Police Department responded to a call regarding an unresponsive medic with the Los Santos Emergency Medical Services at the Del Perro Pier.

As Lieutenant Bill Breacher arrived as the first unit on scene, as shown in the body-camera footage, an on-duty medic can be seen on their knees with their hands up as an unidentified suspect wearing a long gray jacket, dark pants, and a black mask fashioned from what appears to be a t-shirt can be seen looking directly over them while holding a gun.

Lieutenant Breacher can then be seen in the footage approaching the scene as the masked individual gets into the driver’s seat of a tan in color Kamacho, ultimately leaving the scene with two other individuals in the passenger seats.

While investigating the incident, law enforcement officers were able to ascertain the license plate of the tan Kamacho, which then identified the registered owner, Linden Thuynsma, as the primary suspect. Shortly after, Mr. Thuynsma was located near Bayview Auto Center, and shortly after, at a Paleto Bay clothing store nearby.

During Mr. Thuynsma’s subsequent questioning, officers were told by the defendant that his Kamacho was at Bayview Auto Center, however, had recently been taken, allegedly unbeknownst to Mr. Thuynsma, for a short period of time around the time that the incident with the medic occurred at the Pier.

Additionally, a review of the CCTV footage by law enforcement officers at the Bayview Auto Center is reported to reveal a masked individual, matching the description of Mr. Thuynsma at the time of his detainment, was seen entering the tan Kamacho at Bayview Auto Center from the locked employee parking lot and driving away.

Lastly, following the questioning of the defendant at the clothing store, law enforcement conducted further investigation at Mission Row, where the victim of the crime is claimed to have confirmed the identity of the suspect by way of voice matching.

The prosecution has asserted that the masked individual shown on Lieutenant Breacher’s body-camera footage is the defendant Mr. Linden Thuynsma, and further, that due to the clothing from the footage matching the clothing found on Mr. Thuynsma at the time of his detainment, in addition to the vocal identification provided by the victim of the crime, and lastly, the Kamacho seen in the body-camera footage matching the Kamacho owned by the defendant, point towards a guilty finding.

The defense has claimed, however, that the defendant was at Bayview Auto Center for the entirety of the incident and thus is not liable for the charges being sought. The defense’s witness, Mr. Leo Crail, during his oral testimony before the court asserted that the defendant had been with him when his Kamacho had been taken from Bayview Auto Center and thus has introduced doubt that the defendant may not be the one pictured in the body-camera footage.

However, with the witness attesting to this fact having been charged with GM12 - Giving False Information to a Police Officer within the past few months, the witness’s credibility to attest to this fact has been called into question. Given the conviction from this charge, the court finds the witness not to be credible.

The court has found that the evidence provided by the prosecution is sufficient to believe that the individual in the body-camera footage is the defendant beyond a reasonable doubt, given the several points of identification provided in the various exhibits and matching characteristics found in the body-camera footage.

It is with the above considerations that I issue the following verdict:
  • On the count of WM02 - Possession of a Class 1 Firearm, I find the defendant, Linden Thuynsma, guilty.
  • On the count of GM19 - Face Concealment (b), I find the defendant, Linden Thuynsma, guilty.
  • On the count of GM21 - False Imprisonment, I find the defendant, Linden Thuynsma, guilty.

In accordance with Judicial Branch policy, the defendant shall be required to pay $25,000 to both compensate the court for its time, effort, and resources expended during the case.

A Notice of Re-Activation was entered in the above case on the 24th of January, 2024.


The case of the State of San Andreas v. Linden Thuynsma is hereby re-activated by this Court under #23-CM-0094.

In accordance with the ruling from #23-AP-0014, Linden Thuynsma v. State of San Andreas, this court's verdict issued on the 12th Day of November, 2023 has been vacated and the defendant shall be afforded the right to a new trial based on the facts presented in the San Andreas Court of Appeals.

As such, this case has been re-activated under the previous docket number of #23-CM-0094 and shall proceed from the point of pretrial, under the presumption that all previously submitted motions from the original case remain intact unless otherwise noted by counsel.

The court would request that a confirmation of counsel from both parties be presented to ensure that both parties are appropriately represented, at which point, a period of 7 days shall commence to allow for any pretrial motions to be submitted, including the one provided by the appellant in the Court of Appeals. Following the 7 day period, the court shall render a decision on any pending motions and a scheduling tool shall be sent to arrange a time for trial.

The defendant is instructed to collect this compensation from a qualified member of the San Andreas Judicial Branch at the Rockford Hills City Hall.
