Los Santos: On January 20th, an incident occurred involving an officer and a suspect, where the officer involved was accused of severe misconduct and criminal conduct. The officer was immediately placed on administrative leave, pending investigation.
Internal investigators of the Los Santos Police Department's Internal Affairs Division paired with Police Detectives and in a collaborative effort with the Office of the Attorney General initiated an official formal investigation into the allegations that were made. Several parties conducted reviews independent of each other to determine the validity of the claims and whether the actions of the officer constituted misconduct in the capacity that was both misconduct as a public servant and criminal conduct.
In this incident, the officer in question was found to be in direct violation of the policies and values that are set forth and expected by the Los Santos Police Department, as well as multiple criminal codes as established in the San Andreas Penal Code, through his actions.
The officer, identified as Police Officer I Phil Burns, was said to have turned his body camera off, and instructed his then-partner, an officer-in-training, to also turn his body camera off, to separate himself and a suspect from others to carry out what he claimed to be a method of questioning, which has been determined to be unorthodox and unacceptable, with further allegations of violent acts against said suspect. He has been charged with GM14 - Obstruction of Justice and GF16 - Tampering with Evidence, and his employment with the Los Santos Police Department has been terminated. The investigation has not been concluded in its entirety and further inquiries pertaining to the potential charge of GM02 - Battery are still underway.
This incident and the actions carried out by this officer do not reflect the values, standards, and goals set forth by the Los Santos Police Department. Officer Charged and Terminated
