INTRODUCTION

    It’s already November! How did we get here so fast?
    October is usually known as the spooky season, for all its spooky activities and festivities, and of course, celebrating Halloween!

    This past month has been full of surprises, we got a new Captain and two new Lieutenants in our ranks as well as a new group of supervisors in training and a lot of EMTs being rewarded with new ranks for their hard work and dedication.

    We've had plenty of festivities throughout, and we've got one lined up this week as well! Read more about it below.

      Ceeceee has been with the department since 30/JUL/2023 and has been a pleasure to be around since. Her contributions to the department as just an EMT have proven to be very valuable, and she has received recognition in the form of Employee of the Month for the month of October 2023!

      Here's to many more achievements and accolades, keep on keeping on.

      DEPARTMENT UPDATES

        The department has seen substantial and consistent internal updates throughout the summer, and is now the most stable it has been in years.

        In October, we saw the promotion of Grant Adams from Assistant Head of Recruitment and Employment Division to Interim Head of Recruitment and Employment Division, on 26/OCT/2023.

        DIVISION SPOTLIGHT | FIELD TRAINING DIVISION

        The Field Training Division is, as the name would suggest, the division that conducts the basic field training at LSEMS. A force to be reckoned with, as the de facto largest division within the entire department, it houses Field Training Officers and Field Training Instructors who guide EMRs from their introductions, all the way to their certifications, forging them into strong EMTs that will further grow and contribute many things to the department as a whole. The division itself houses two programs - the Reinstatement Training Program and the Field Training Program. Today, we will be focusing on the latter!

        The Journey

        • An EMR starts its journey with the Introduction - the very first field training session they will experience. Throughout the Introduction, the EMR is fed information throughout the entire session, filling up their excited but stressed brain with general information about the department, while listening in to radio communication throughout.
          They are taught the basics of the department and its operations - where to find uniforms, how to operate basic equipment, as well as where to find basic documentation they might need during their employment.


          After completing their Introduction, the EMR faces Phase I.
          Throughout Phase I, the EMR's primary concern is radio calls, codes, and callouts. First, however, the EMR is taught how to properly manage their unit - create, rename, join, leave, and disband. Following that, they are given the basics of controlling the lights and sirens of an ambulance, which then directly leads to how they communicate via radio to dispatch and other on-duty employees.
          As this is a lot to chew through, radio communication is effectively the only thing within Phase I, to prevent overburdening the EMR. After Phase I, the EMR has to do a mandatory ride-along to hone their skills and practice what they learned in the previous training.

          The next step for the EMR is Phase II.
          The focus of Phase II is injury treatment. This consists of going over what the EMR studied during downtime, as well as how to handle various injuries in the field. The primary focus is the proper application of equipment available within ALS kits and the ambulance, as well as the efficiency of utilizing said equipment.
          (( A large chunk of Phase II focuses on faction commands regarding healing and stabilization, as well as the extensive RP surrounding medical treatment! ))
          Furthermore, the EMR is taught how to properly handle Methadone Prescriptions, as well as how to properly administer a breathalyzer and drug test.
          After Phase II is done, the EMR faces another mandatory ride-along.

          Now comes Phase III for the EMR!
          Throughout Phase III, the primary points of focus are scene management and driving. Simply put, both are extensively worked on in a secluded area, where mistakes cannot cause more than scuffed-up paint and a bit of a raised heart rate for the EMR. Their driving capabilities are put to the test in a safe and secure way, both learning how to handle the ambulance and gaining confidence in doing so.
          After completing Phase III, the EMR faces yet another mandatory ride-along!

          The last teaching phase, Phase IV is upon the EMR!
          Within Phase IV, the EMR is taught how to utilize JTAC, as well as what to expect from it, and how to handle the added stress and chatter via the additional radio channel.
          Furthermore, tying in directly with JTAC, the EMR is taught the basics of field operation on PD & SD, as well as DOC calls, as all three bring something unique to them.
          The EMR is also finally informed on how to handle the basics of specialized calls, which includes education on Firefighting, Mental Healthcare, Advanced Hospital Care, and extreme terrain.

          After completing the phase, the EMR must complete one final mandatory ride-along.

          Facing the Pre-Certification!
          The EMR is at the sixth gate on the path to becoming an EMT! During the pre-certification, the EMR is in control and is not being taught anything. The examiner will assist the EMR if they face any issues or make a mistake, stepping in if the error is mission critical.
          Any errors are eliminatory and will cause extra mandatory ride-alongs to be assigned, with a re-take of the Pre-Certification mandatory as well.

          The first taste of freedom - The Fortification Phase!
          After successfully passing the pre-certification, the EMR is permitted to go on duty in a one-person unit as long as there is an EMT-Intermediate or higher present on duty. The EMR is observed and tracked throughout, and assisted by already certified employees, assisting the EMR with their confidence and certainty in their own work. This stage lasts for five days!

          The journey's end - Certification!
          The eighth gate, the final stand on the path to becoming an EMT - the Certification. The EMR is fully in control of the unit while being observed by an examiner. The EMR is given full call and radio priority throughout and is held to high standards. The certification, much like a pre-certification, must be flawless - mistakes are very costly and will cause the certification to be halted.

          After conquering the beast, the EMR is no longer, as they flourish and become a fully-fledged EMT-Basic, with their own ECHO callsign, and eligibility to join divisions!

        BREAST CANCER AWARENESS CHARITY FUNDRAISER

          On the 14th of October we held an joint event with the Department of Correction for a Charity to raise money for Breast Cancer Awareness. I’m happy to say that the event went well. Many showed up and were happy to contribute to our cause and everyone involved was happy to participate. The event was held by the lake in the center of Mirror Park and it started at 8 PM, for the first minutes I was afraid that no one would show up after putting weeks of work into getting everything ready for this beautiful cause, but soon enough people started showing up, and with them my worries started to fade. For the event we showed up with some pink vehicles as pink is the color to support Breast Cancer Awareness. Together with DOC we had 3 tents, one tent offered free food and drinks to everyone, our second tent had two amazing Medics from the Advanced medical division ready to help the city with information about breast cancer and how to fight it as well as teaching how to do check up for early prevention, and finally our 3rd tent was where anyone could buy tickets to our Raffle to have a chance at winning either a Boat or a Vehicle, anyone supporting a piece of pink clothing or hair would get a free ticket and all the money from the raffle was gathered and donated towards Breast Cancer Research. I am Happy to announce to everyone that together with the help of everyone who bought tickets we managed to raise $1,312,950.
          To keep everyone entertained we also hired DJ Quiet who performed at the island in the middle of the lake for the event with music that no one could resist but dance. She performed tirelessly without break for an hour and half to make sure everyone had a good time.

            Halloween Party
              On the 4th of November at 6:00 PM ((UTC)) the Lost Santos Sheriff's Department will be hosting a Halloween party, Everyone is invited to this interdepartmental Halloween Party. There will be a delectable spread of food and both alcoholic and non-alcoholic beverages for all guests to enjoy.
              A Raffle will be held where you might be the lucky one so don't miss it.
              There will also be a costume contest with two Categories, one of them allowing you to participate Solo, while the other will allow you to participate as a group with your friends with a minimum of two per group, the winner will walk away with prize money so go and gather your friends, let your creativity flow and surprise everyone with your costume at the party.

              BASIC MEDICAL INFORMATION

                Treating a broken arm or leg
                  A closed fracture break is defined as a break in the bone that does not pierce through the skin. When touching or maneuvering the area, crepitus (popping/crackling sounds), can be heard, as the first confirmation of a fracture. Light palpation of the area can produce sound from the injured area.
                  • Palpitate the area to confirm the internal closed fracture.
                  • Immobilize above and below the fracture with a splint (sling for collarbone fracture).
                  • Assess for a pulse at the nearest extremity.
                  • Apply covered ice packs to the area.
                  • Call for a medic in 911 and wait for a medic to arrive.

                    • Non-aggressive felonies for 2 weeks.
                    • Aggressive crimes (felonies/misdemeanors) for 1 month.
                    • Serious Felonies for 1 month.

                        Applying for the LSEMS Ride-along Program is a great way to see firsthand exactly what the Emergency Medical Services do. You will be paired up with one of our friendly staff members who will take you to calls that range from minor injuries to major accidents.

                      • General misdemeanors - No less than two weeks since last charge.
                      • Nuisance misdemeanors - No less than two weeks since last charge.
                      • Vehicular charges (felony or misdemeanor) - No less than two weeks since last charge.
                      • Weapons charges (felony or misdemeanor) - No less than two weeks since last charge.
                      • Drug charges (felony or misdemeanor) - No less than one month since last charge.
                      • General felonies - No less than one month since last charge.
                      • Serious felonies - No less than 6 months since last charge. If it has been less than 6 months, you may still be eligible if you have undergone the Felon Reformation Program through DOC. Please reach out to an employee if further information is needed.
                      • Sexual Crimes - Permanently disqualified.

                            Requirements
                            • Applicants must be at least 18 years of age at the time of application.
                            • Applicants must possess a full driver's license issued by the Los Santos DMV. A trucker's license is required if the applicant wishes to join the Fire & Rescue Division. We typically prefer applicants with no major traffic or driving offenses.
                            • The LSEMS requires that applicants not have any history of certain mental conditions that could inhibit performance on duty and cause further issues in the department. Exceptions can be made.
                            • The Applicant must be clear from any recent criminal charges - some charges may be forgiven if the Applicant undergoes SADOC's Felon Reformation Program.
                          Charges Information
                          There are multiple felonies and charges that will default the application status as DENIED regardless of references, letters of recommendation, or programs passed**:
                          • Serious Felonies (SF) except for SF03 & SF07
                          • Drug Felonies (DF)
                          • GF01 - Child Endangerment
                          • GF04 - Sexual Assault
                          • GF13 - Arson
                          • GF14 - False Impersonation
                          • GF16 - Tampering with Evidence
                          • GF17 - Rape
                          • GF20 - Possession of Human Body Tissue
                          • GF21 - Prison Break
                          • GF24 - Perjury

                          There are multiple felonies and charges that will set the application status as DENIED unless the applicant successfully underwent SADOC's Felon Reformation Program:
                          • GF19 - Abuse or Desecration of Dead Human Body
                          • SF03 - Involuntary or Vehicular Manslaughter
                          • SF07 - Bank Robbery
                          • WF01 - Assault with a Deadly Weapon
                          • WF02 - Shooting from a Vehicle (Drive-By)
                          • Drug Misdemeanours (DM)

                          Additionally, Firearm Possession Charges are categorized as such:
                          • WM02 - Possession of a Class 1 Firearm - 2 months*
                          • WF03 - Possession of a Class 2 Firearm - 6 months*
                          • WF04 - Possession of a Class 3 Firearm - 6 months*
                          • WF05 - Possession of a Class 4 Firearm - 6 months*

                          Felonies that are outside the charges mentioned above have a wait time of 6 months*.

                          Other Misdemeanors that are outside the charges mentioned above have a wait time of 2 months*

                          NOTE* The applicant may go through the San Andreas Department of Correction's Felon Reformation Program before applying and provide a reference for the recruitment personnel to review in order to shorten the wait time. Undergoing the Felon Reformation Program does not guarantee leniency, as applicants' criminal records are considered on a case-by-case basis, and on the other hand, we may be more lenient towards one-time offenders than repeat ones.
                          Additionally, employment with a clean track record within more lenient government-funded organizations, agencies, companies, and firms may contribute positively toward each individual case.

                          NOTE** Only in cases of charges that are 12 months or older, special reviews may take place for one-time offenders for charges that are otherwise entirely eliminatory. These reviews would require substantial feedback from another government-funded employer.

                            Chief of LSEMS Alex Mpache
                            On the 5th of November, it will be three full years of my career within the LSEMS. If someone told me I would be the Chief one day, I'm not sure how exactly I would react, but I can certainly say that I would not take it seriously. I'm thankful for each and every one of you and your contributions to the department, nothing brings a smile to my face as much as seeing you all grow as medics, leaders, friends, and people.

                            Here's to a healthy and happy department. Keep on keeping on.
