      You say that Colored headlights have to be enforced as "dictated by the penal code" however the same citation also clearly shows that quad bikes, and motorbikes are unroadworthy vehicles and therefore should not be on the roads. Why is this not enforced and if its due to "being at the officers discretion" then so should colored headlights even beyond just their use in events.

    While it is correct that the penal code technically makes motorcycles unroadworthy by requiring all vehicles to have seatbelts and rear view mirrors, this is not a good reason to not enforce other parts of the code. If we were to fine the driver of every motorcycle in the city the consequences would be massive, and I think we can agree that this would be unreasonable as it is clearly not the intention of the government to ban motorcycles. However, using this to argue that we should not enforce such an important safety feature as the color of headlights is just as unreasonable.

    To sum up, there is an issue with the Penal Code in this issue, which is something that should be directed to the attention of the San Andreas Government. The Los Santos Police Department chooses not to enforce this on motorcycle drivers as it would be unreasonable to do so. This has no bearing on the rest of the penal code entry, and it is reasonable to enforce the rest of it.

then you should remove the part of the press release that states "Dictated by the San Andreas Penal Code, specifically per VC10" as your picking and chosing shows its not directly dictated by the penal code and is instead clearly the interpertation of the LSPD. Moving the reasoning onto another document or entity gives the impression the LSPD is only following orders when infact they are the deciding factor.

    It is an advisory release about colored lamps as they are a common trend and misconception. The San Andreas Penal Code does dictate that lamps have to be yellow and white, it is not incorrect information. It is not comparable to the referenced enforcement that would render an entire vehicle class unusable.
