Narrative:
Dear San Andreas Judicial Branch

I am making this request today as I feel strongly treated in all of the above charges and I strongly feel that none of the charges, fines or impound fees should be applied.

This entire situation started while I was enroute (with a passenger) to City Impound, I noticed that there was a convoy of 5+ units following me, I made sure to drive strictly within the legal limits, not exceeding 80kph and yielding at all traffic control devices and stop signs.

After making a (legal) U-turn towards the Impound lot, I was pulled over by the convoy of units, Officer Joseph Sanchez, badge number 19238 approached my vehicle and asked me to step out. (I should also note Joseph Sanchez was to my knowledge the leading officer in this arrest and the Officer who placed my charges and the warrant for my arrest which I will later cover) Initially I was reluctant, as I was confident that I had done no wrong and I am fully aware that if you're asked to exit the vehicle at a traffic stop it, it is to make an arrest. After attempting to get an answer for why I was being arrested and realising Joseph Sanchez was not going to cooperate with me, I decided to comply and exited my vehicle as instructed, as again I was confident I had done no wrong doing at all. My passenger was also asked to exit the vehicle which he eventually did after some difficulty locating the key fob. Shortly after exiting the vehicle, my passenger decided to evade on foot and entered a vehicle in the Impound lot and evaded police. To which the majority of units pursued.

I asked Officers if I was free to leave, to which an Officer inside his vehicle responded over the megaphone "Free to go". I confirmed that he was referring to me to which he confirmed. I entered me vehicle and left. As I was leaving I heard Joseph Sanchez say that he wanted to search my vehicle, however I was dismissed and told to leave so I continued to do so at the legal speed limit and continued to follow all traffic laws. Hearing Josephs remarks, I decided to stop for several seconds at the next stop sign, in case he decided he wanted to pull me over again for the search, to which no such efforts were made.

I returned to my apartment at Diamond Casino and parked my Raiden, unparking my Sultan RS and not even 5 minutes later I was pulled over again while driving 100% legally, and again it was a felony stop to which I was arrested for the above charges, as when I left City Impound (After being dismissed and told to leave) Joseph Sanchez placed a warrant for my arrest for all the above charges.

Additionally, Joseph Sanchez also had me transported to Diamond Casino to where I was forced to unpark my Raiden so that it could also be searched and impounded (Along with my already searched and impounded Sultan RS). I should also note that during the search of both my Sultan RS and my forcibly unparked Raiden, nothing was found and the Officers state that both vehicles were clear and no illegal items found. They were both in-fact empty, however both vehicles were impounded.

I would like to finish of by thanking you for taking the time and considering in taking this case, I am a very honest person, and I have always admitted fault to any crimes I have done in the past. However in this particular case I believe I have been strongly abused and mistreated, I was given no chance to explain myself and no chance to speak to a lawyer during legal questioning.

      • Anya Kozlova was the driver of a black Raiden pulled over while tracing her passenger, who was suspected of bank robbery. During the traffic stop, Anya Kozlova and her passenger gave us numerous false answers to our questions, and they attempted to stall our investigation and waste our time, in ways such as pretending the Raiden had a child lock on the door and claiming the keys were locked inside of the vehicle. Both of the aforementioned circumstances were false, and disproven when 1) the passenger got out of the vehicle by himself, proving there is no childlock, and 2) once Anya Kozlova was told she could leave, she unlocked the car and got in, proving that she was lying and stalling our investigation with the previously mentioned claims. The aforementioned actions warrant the charges of GM12 and GM14.

        Once the passenger ran away and got into his Dubsta to evade, we told Anya Kozlova she was free to go. When this decision was made, we were still under the belief that she had locked her keys inside the Raiden. After she was told she was free to go, she unlocked the car, proving that she was lying to us, and was therefore told not to go anywhere by me. Upon hearing and acknowledging my demand not to go anywhere, she said "Fuck you" and drove off. Although she was told she was free to go, she was shortly informed afterward to not go anywhere, and chose not to.

        The reasoning for searching the Raiden following the felony stop is simple. Not only was the Raiden incident to the arrest of her passenger from the traffic stop at the impound lot, but it was also used in the crime of VF01 when Anya Kozlova fled from the impound lot after being told to stay.

      • We were conducting a Traffic stop on Anya Kozlova Raiden as the passenger of the vehicle was just recently involved in a bank robbery. As we asked the passenger to step out so they could be detained, they decided to run away from the Traffic stop, getting into a vehicle and evading us. An Officer megaphoned towards Anya that she is good to go, but because the vehicle had to be searched in relation to the bank robbery, Officer Sanchez asked her to stay put and not leave, which she acknowledged by saying "Fuck you" and decided to drive away after being asked to stay put. She received appropiate charges for it.

        Anya was found in a different vehicle around 10 minutes after she evaded from us, we conducted the Felony stop and because we originally wanted to search the Raiden in relation to the bank robbery, we got her to take out her Raiden so we could search it. This was to find and prevent further chances of destruction of evidence for the Bank robbery charge on her passenger as well as any other items the passenger could have hidden inside the vehicle at the original traffic stop.
