    Following a recent Request for Comment from Weazel News. I would like some further clarifications.

    The initial request for comment mentioned an incident that took place on the 30th of December. The following was subsequently provided as a response:
    The firearms regulations are aimed at civilians, and the government intends to regulate on duty peace officers and government officials by internal equipment guidelines.
    • Given this, can you provide further clarification on what section it states that a government official's use of firearms is solely dictated by internal protocols? Are SASG and JB members exempt from FLD's regulations while on-duty?
    In the initial request, Lieutenant Schill states the following:

However, to clarify, every Firearms License holder has a duty to be aware of the regulations they agree to when they sign their Firearms Application. Within this public display of Rules and Regulations, the part pertaining to your inquiry is posted clearly in the following part of the agreement:
    While exercising the privileges granted to the licensee under the terms of this license, the licensee shall not, when carrying a personal firearm:
    • Consume any alcoholic beverages.
    • Be in a place having a primary purpose of dispensing alcoholic beverages for on-site consumption.
    • Be under the influence of any medication or drug, whether prescribed or not.
    • Refuse to show the license or surrender the personal firearm to any peace officer upon demand.
    • Impede any peace officer in the performance of their duties.
    • Present himself/herself as a peace officer to any person unless employed by an agency which is defined by the State of San Andreas, as a Law Enforcement Agency.
    • Carry a personal firearm not listed on the permit.
    • Carry more than one of each personal firearm listed on the permit.
    If future firearm changes are made, they will be released publically via a Press Release. All citizens should be up to date and know the penal code, laws, and regulations of the state, especially those with a Firearm Permit. The Los Santos Police Department is tasked with enforcing the laws and regulations set forth within this State. I believe the terminology pertaining to any further questions or details of interpretation is clear.
    However, under the [Information] Obtaining a Personal Firearms Permit it likewise states:
    You may not be in an establishment that serves alcohol, with your firearm(s) in your possession.
    • Can further clarification on this be given? Are license holders not able to be at an establishment that serves alcohol? Or are they only not allowed, if the main purpose is ''dispensing alcoholic beverages for on-site consumption''?
    Following from the previous question, a new section seems to have been added to [Information] Obtaining a Personal Firearms Permit
    On duty Peace Officers and employees of the San Andreas State Government whilst on official duties are exempt from this rule.

    • When was this change implemented? How can a change to the current regulations be requested?

  • Dear Mr. Raven,

    Regarding your query regarding exemption for the San Andreas State Government, there are certain individuals within that organisation, namely the Government Security Bureau who are able to use firearms outside of the firearm licensing framework, provided they adhere to the internal protocols they have set. Similar to our own use of firearms on duty, but when a person is off-duty, they are classed as a citizen and should be treated as such. If there comes the need to review that, then we will do so with the appropriate individuals.

    As for the Judicial Branch, I am not aware of your internal protocols, but I would be very concerned if we had representatives of our legal system carrying weapons outside of the firearm licensing framework.

    As for your query regarding Alcohol, you cannot be in an establishment that serves alcohol with a firearm on you, regardless of whether or not the establishment's sole intention is to provide people with alcoholic beverages. If there is any intention to provide alcohol at an establishment, a licensed firearm carrier should not be present in that establishment.

    Finally, I cannot give you an exact date of the change being implemented. The reason for the exemption however being that there are circumstances where on duty peace officers and government workers' presence is necessary in those locations.

    We are not taking requests for the current regulations to be changed from the public, at this time but at such a time that we review our firearm licensing material, we may or may not consult the public for feedback.

    This change in policy was implemented following a directive issued by the San Andreas Board of Governors in the last week. Any further inquiries pertaining to the reasoning behind this exemption or this change in policy are to be directed at the San Andreas State Government.
