INTRODUCTION
  • The Business Licensing Bureau of the State Government is happy to announce changes to our background check policy which will impact new and existing licenses. There has been a general review of the license prices, and I am happy to inform you that these will be in effect after the New Year. We are also introducing the new Business Competition Policy, which will impact the future of businesses throughout our great city.
New Prices for Business Licenses
  • Summary of Changes:
  • VBL:01 - Personnel Travel Small increased to $10,000 from $5,000
  • VBL:04 - Marine Vehicle Retailer increased to $20,000 from $10,000
  • VBL:05 - Used Car Dealership decreased to $10,000 from $40,000
  • GRBL:01 - Auction decreased to $10,000 from $15,000
  • GRBL:04 - Fuel Retailer decreased to $50,000 from $80,000
  • GRBL:06 - Grocery decreased to $40,000 from $50,000
  • GRBL:08 - Marine Fuel Retailer increased to $40,000 from $10,000
  • FSBL:03 - Pawn Shop decreased to $10,000 from $15,000
  • FSBL:05 - Law Firm decreased to $10,000 from $20,000
  • FSBL:06 - Legal Consultation Business increased to $10,000 from $5,000
  • EEBL:05 - Gambling reduced to $40,000 from $250,000
  • EEBL:06 - Firing Range reduced to $5,000 from $10,000
  • PBBL:03 - Residential Renting reduced to $15,000 from $20,000
  • ADBL:02 - Property Designer reduced to $15,000 from $30,000
  • The new prices will take effect for the next licensing period so any renewals after the 1st of January will be charged at the prices. New licenses acquired after this date will be charged at the new prices. Businesses that have paid for multiple months will have their costs adjusted and offered either credit or a refund for excess fees paid.

    I would like to identify the massive changes to EEBL:05 - Gambling. We hope this change will support or encourage individuals looking to open their businesses like casinos or other gambling establishments.
New License
  • We shall also be adding a new license; details below;

    GRBL:10 - Commerical Storage
    Any business that intends to provide space for others to utilize with regards to storing goods or items in a commercial capacity must possess a GRBL:10 - Commerical Storage license.
    Commerical Storage
    Restrictions & Requirements:
    * Must have ownership of commercial property with purpose-built secure storage spaces
    * Must have a way to store documents securely.
    * Must keep accurate records of who is renting each storage space and anyone else with access.
    * Must allow a previous tenant to retrieve their goods within seven days of their contract being terminated. After the 7-day time has elapsed, the business owner has the authority to seize goods to allow the space to be emptied.

    License Fee

    There is a monthly cost of $5,000 for this license.

    Violations:
    * Falsely advertising prices is considered a Minor breach of licensing conditions
    * Entering rented areas without notifying the customer first is considered a minor breach of licensing conditions.
    * 3 repeated minor offences are considered a Moderate breach of licensing conditions.
    * Failure to knowingly report the storage of illegal items in rented areas is considered a moderate breach of licensing conditions.
    * Refusing to allow access to a previous tenant to retrieve their stored goods within the 7-day timeframe at the end of their lease is considered a major breach of licensing conditions, along with a property removal and a business termination.
    * Preventing access to a rented area to deprive access to their stored goods or items is considered a major breach of licensing conditions, along with a property removal and a business termination.
    * Knowingly allowing the storage of illegal goods or items is considered a major breach of licensing conditions, along with a property removal and a business termination.
    * Theft of stored items/goods is considered a major breach of licensing conditions, along with a property removal and a business termination.
    * 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions, along with a property removal and a business termination.
Background Check Policy Changes
  • From the 1st of January 2023, the Business Licensing Bureau is implementing a new background check policy which will affect new and all existing businesses. This policy is intended to prevent the use of legal fronts to funnel funds into illegal activities or organizations. Any new or existing registrations or licenses will be revoked or rejected if a background check fails. Those who have completed a Felony Reform Program will be permitted to Register / License businesses after confirmation from DOC, except for charges in the 12-Month Disqualifying category. All Background checks will also apply to Citizen Licenses and will be done automatically on the first of each month. Any Citizen license with disqualifying charges will also be revoked.

Business Competition Policy
  • The Business Licensing Bureaus' new Business Competition Policy will also take effect from 1st January 2023. The intention behind this new policy is to prevent the formation of any monopolies and avoid any form of price fixing and encourage competition between businesses. This document will be made public in the Business Licensing Registration Section. This means business owners with multiple businesses will be required to sell additional businesses per section 4 of the new policy.

    1. GENERAL INFORMATION
    • 1. Introduction
      • 1.1 The San Andreas State Government has identified a requirement to introduce an official policy regarding Business Competition to prevent the formation of monopolies, avoid any form of price fixing in favour of business owners and generally encourage competition between businesses.
        This document is intended to serve as the official policy and provide guidelines for the San Andreas State Governments Business Competition Policy.
    2. POLICY PURPOSE AND SCOPE
    • 2.1 PURPOSE
      • 2.1.1 This policy establishes the guidelines the Business Licensing Bureau will use to manage competition between businesses and the identification and management of price fixing in favour of business owners.
      2.2 SCOPE
      • 2.2.1 This policy applies to all businesses that are essential to the States economy and are defined as:
        1. Vehicle Dealerships - Not Including Used Vehicle Dealerships
        2. Marine Vehicle Dealerships
        3. Aviation Dealerships
        4. Fuel Stations
        5. Marine Fuel Stations
        6. Aviation Fuel Stations
        7. Gun Stores
        8. General Stores
    3. BUSINESS REGISTRATION, LICENSING & OWNERSHIP
    • 3.1 BUSINESS REGISTRATION & LICENSING
      • 3.1.1 Business Owners can only register a maximum of one (1) of the defined business above.
        3.1.2 The property owner (primary business owner) ((scripted owner)) is the only person who can register the business.
        1. In joint ownership, the owners must agree on who the primary business owner will be on the property records.
        2. Transferring the business or the business property from one primary owner to another will invalidate the registration, and the new primary owner must submit a new one.
        3. Business Licenses will be invalidated, and a new application must be submitted if the registration is invalidated.
        3.1.3 The Business Licensing Bureau will reject all additional requests for registration of another defined business if the applicant has an existing registration for any of the defined businesses above
        3.1.4 Primary Business Owners must ensure they comply fully with the Business Registration Process & Licensing Process
      3.2. BUSINESS OWNERSHIP
      • 3.2.1 Business Owners may only be the primary business owner of one (1) of the defined business above.
        3.2.2 Primary Business Owners who wish to purchase a different type of defined business above must sell their existing business before taking ownership of their new business.
        3.2.3 In the event of joint ownership, the Licensing Bureau and the State Government will not take any responsibility or consideration for any internal agreements between each party.
    4. EXISTING OWNERS WITH MULTIPLE BUSINESS
    • 4.1 MULTIPLE BUSINESS OWNERS PRIOR TO 01/JAN/2023
      • 4.1.1 Primary business owners with more than one (1) of the defined businesses will be required to identify which business they want to keep before listing the remaining for sale.
        4.1.2 Primary business owners listing businesses for sale must list them at a reasonable market value
        4.1.3 Primary business owners will be given a minimum of two (2) months to complete a sale of the remaining businesses
        4.1.4 If there is no reasonable attempt to sell the businesses, the Business Licensing Bureau, on behalf of the San Andreas State Government, reserves the right to terminate their existing Business Registration and License.
        4.1.5 If there is no reasonable attempt to sell the businesses at a fair market value, the Business Licensing Bureau, on behalf of the San Andreas State Government, reserves the right to terminate their existing Business Registration and License.
        4.1.6 If the primary business owner cannot complete a sale within the two (2) month timeframe provided, the Business Licensing Bureau, on behalf of the San Andreas State Government, will negotiate with the Primary Business owner to agree upon purchasing the business.
