[PRESS RELEASE #52] Business Licensing Bureau Regulatory Enhancement Act

INTRODUCTION
  • The Business Licensing Bureau of the State Government is happy to announce the introduction of The Business Licensing Bureau Regulatory Enhancement Act. This Act has been signed by the Board of Governors, which allows the Business Licensing Bureau the authority to issue charges via the MDC. This Act will affect 1st December 2022 at 21:00 ((UTC)).
Major Changes
  • The Business Licensing Bureau has modified ALL LICENSES to reflect the new system of having a Minor, Moderate and Major offence which will be present in the available licensing document. Please familiarise yourself with these changes, and if you have any inquiries, don't hesitate to contact the Business Licensing Bureau.

    Authorized BLB officials can only issue these charges.
    All misdemeanour and felony offences may be appealed in court through JB. The office of the director of the Business and Licensing Bureau can review fines and charge on a case-by-case situation.

    We have introduced three new business licenses, and you may find the appropriate information below.
    New License - Political Party
    FSBL:07 - Political Party
    Any group of 2 or more people that intend to act as a Political Party within the State of San Andreas is required to hold a Policy Party License.
    This license is not required if you are acting as an independent candidate with no other staff.
    • License Fee:
      * There is a monthly license cost of $10,000 for this license.

      Restrictions & Requirements:
      * The Political Party must be registered as a Stand-Alone "business"
      * Must have a public party headquarters located in a commercial building or office space
      * Must comply with all requirements as set forth by the Board of Elections.
      * Your "Business" name will be considered your official Political Party name.
      * ((Party names must meet all requirements as set forth by the Server Rules. We reserve the right to reject any party name we feel is unacceptable.))

      Violations:
      * Failure to hold accurate records of financial documents is considered a moderate breach of licensing conditions.
      * 3 repeated moderate offences will result in 90 months in prison, along with property removal and party termination.
      * Failure to release financial documents upon request of the board of elections is considered a major breach of licensing conditions, along with a property removal and a business termination.
      * 5 repeated minor offences or 3 moderate offences are considered a major breach of licensing conditions along with a property removal and a business termination.
    New License - Photography/Videography
    ADBL:03 - Photography/Videography
    Any business or person that acts in a commercial capacity in providing photography and/or videography services must possess a Photography/Videography license.
    A videographer is defined as anyone who is capturing live events or moments working either solo or in a small group of people.
    • License Fee:
      * There is a one-off cost of $15,000 for this license.

      Restrictions & Requirements:
      * A Photography/Videography is not valid for the purposes of producing film as this is covered by ADBL:04 - Cinematography/Filmmaking

      Violations:
      * Falsely advertising prices is considered a Minor breach of licensing conditions.
      * 3 repeated minor offences are considered a Moderate breach of licensing conditions.
      * Failure to provide services paid for is considered a Major breach of licensing conditions, along with a business termination.
      * 5 repeated minor offences or 3 moderate offences are considered a Major breach of licensing conditions, along with a business termination.
    New License - Cinematography/Filmmaking
    ADBL:04 - Cinematography/Filmmaking
    Any business or person that acts in a commercial capacity in the creation of films and/or the production of films must possess a Cinematography/Filmmaking license.
    A Cinematographer is defined as anyone who is capturing footage for the purpose of film creation, usually working in a larger team or with a production crew.
    • License Fee:
      * There is a one-off cost of $15,000 for this license.

      Restrictions & Requirements:
      * A Cinematography/Filmmaking license is not valid for recording live events as this is covered by ADBL:03 - Photography/Videography

      Violations:
      * Falsely advertising prices is considered a Minor breach of licensing conditions.
      * 3 repeated minor offences are considered a Moderate breach of licensing conditions.
      * Failure to provide services paid for is considered a Major breach of licensing conditions, along with a business termination.
      * 5 repeated minor offences or 3 moderate offences are considered a Major breach of licensing conditions, along with a business termination.
Clarification on Inspections and Seizures
  • Licensing Inspections will resume as necessary, and owners will be contacted as and when needed.
  • Business Seizures have been authorized for those in breach of licensing conditions, have not registered and/or licensed their business or the business has been abandoned for a significant amount of time.
  • Owners will be contacted to resolve, and business seizures will only be used as a last resort with the exception of those that are in significant breach of licensing conditions

  • With the introduction of the Business Licensing Bureau Regulatory Enhancement Act, we understand that business owners may disagree with the changes and we take into consideration that you may wish to terminate your license early. We are happy to discuss a refund for any unused time.
