INTRODUCTION
Welcome to the latest edition of our San Andreas State Government Updates newsletter. In this newsletter, we aim to give the public a general idea of what we have accomplished in the previous months since our last Update in May 2022. We also will be giving some insight as to what the SASG has been working on across the several Bureaus we have at the Executive Branch.
COMMUNITY LETTERBOX
Since the launch of our community letterbox, we have had many interesting inquiries from members of the public. Some of the inquiries have been from Weazel News requesting information, and some have been from general members of the public.

Below is a concise list of the inquiries we have had so far: Some have been suggestions, some have been mere questions we can just answer on the spot, and some have required deeper investigation but every inquiry has had a response within 24 hours of submission and I continue to urge the public to post there with anything they wish to know!
PUBLIC WORKS BUREAU
The Public Works Bureau, one of our newest Bureaus since the last update, has been working very hard to ensure the city is safe and well-maintained. They were recently in the public spotlight for being the main crew working on the emergency fixes to the Palmer Taylor Power Plant after the recent terrorist attack (click here for more info).

They have been hiring new members of the bureau and will soon be testing out more public work orders starting with government agencies to carry out any work they might require. The PWB will also soon be working alongside businesses to help with event set-up where required. A recent example of them trialing this system was a time trial racing event at Andollini's Winery in the west part of the county, PWB assisted in closing down roads and ensuring the event ran safely for both members of the public and those attending the event. Usually, LSSD or LSPD would close off the roads but this way we could free up the law enforcement resources by redirecting traffic with barricades under their guidance.

With this being a relatively new bureau, a lot of the current ongoing work is internal and administrative such as maintenance handbooks for all PWB employees to work on whilst public work orders are low. This would cover public areas such as parks and other areas the government is needed to maintain.

A current ongoing project has been working with LSEMS to build a training/office space at the unused fire station. As part of this joint project with LSEMS is also a planned lifeguard tower on the beach which will be used to store vehicles, training, and treatment for beachgoers.

BUSINESS LICENSING BUREAU
Since our last update, the Business Licensing Bureau (BLB) has come under new leadership. Matthew Burns is now the Director of BLB, with Marc Ericsson as the Deputy Director. These changes haven't shaken up our usual processes and have gone pretty much under the radar of the general public and businesses as our processes for business registration and licensing are optimized and documented very thoroughly.

Over the last few weeks and months, we have added several new business licenses to accommodate some changes across the city. A key one is the creation of law-related businesses with the release of public bar licensing from the SAJB.

Here are some of the new business licenses you can find:

An upcoming change to the business licensing bureau that you can expect over the coming weeks is a full re-work of the disqualifying charges for obtaining a business license, and the background check system we have in place currently. This is to effectively try and reduce the amount of money being funneled through business "fronts" for illegal purposes. We will do a full press release on this once it has been finalized.

SAN ANDREAS AVIATION ADMINISTRATION
The SAAA has been hard at work to get civilian flights fully operational in the last few months, flight training has been rolled out to specific members of the public already through several flight schools with great success. These have been great learning opportunities for the team to ensure a smooth full public rollout.

The San Andreas Aviation Administration has made huge strides in its organization, growing from its infancy into a fully functional administration, drafting policies, laws, guidelines, and details. We have incorporated and implemented internal and external policies for everything from Registrations to Flight Instruction, Air Traffic Control, and Accident Investigation.

All aspects of the SAAA are finalizing their last round of four intense and rigorous testing phases, implementing stop gaps, and changing policy after each to be able to shortly streamline its opening to the public. The Administration has ongoing flight instruction classes internally with trusted members of the public and those members of emergency services. This testing phase and lessons learned therein have provided us with a great insight into being able to adjust procedures so that all members of the public in good standing will be able to apply, go through proper instruction and 1-on-1 training before receiving their pilot license, for the complete fee of $250,000.

The penal code amendments for aviation traffic are now implemented and the Administration has been in constant touch with Emergency Services to make sure that civilians and emergency aircraft can work together, unimpeded. While much of our internal policies will not be disclosed in this manner, we have the cooperation of other agencies to respond to any emergencies and investigate accidents.

LSIA has undergone a major change as well. The airspace above it and ground traffic below are now cleared so that aviation will not be hindered, which has been mimicked in the other airports across the State. Parking space for aircraft is now in place, as are fuel pumps fitted for AVGAS aka aviation fuel. All pilots are currently being taught how to utilize these spaces, abide by the weather, stay in contact with ATC and maintain awareness and flight logs of the airspace restrictions that will be in place once civilian air travel is permitted. For those wondering we are in final talks with our aircraft suppliers, finalizing a list of both rotary wing AND fixed-wing aircraft to be imported. These aircraft will create a balance from personal to high-end business class craft. Civilians will be able to apply for either license, however, Rotary Wing certifications will be the first to release! Our classes are now being transformed to accommodate fixed-wing aircraft and we are in contact with our importers to get a variety of a fleet, for both personal and business needs.

The Administration, now having applications completed, an internal database and trackers on all pilots and aircraft set, as well as full flight courses tested, constantly improved, and running, is very close to opening up both the airspace to public aircraft, with flight school and pilots license applications opening publicly not far behind. We encourage everyone to visit the SAAA section of the forums to get more detail into any of the aforementioned policies and applications, as well as keep an eye out for new additions coming soon (including maps and reference guides) so they are prepared once we are fully open.

PROPERTY AND HOUSING BUREAU
The Property and Housing Bureau (PHB) has been hard at work the last few months facilitating the general public in getting new locations for their start-up ideas. To date, there have been 250 property applications processed. 83 of these have been approved for construction with the majority of them being handed over to the individuals to start running their business ideas.

A fairly recent addition to the available properties available to the public is property leases. These are temporary contracts that are much cheaper but you do not get full deed ownership of the property. There are currently 11 active leases by the Property & Housing Bureau.

They have also been extra vigilant against those people who have abused the property request system, with 8 properties being seized for various reasons ranging from missed payments or breaching the rules of the signed contract.

Law firms have recently faced issues where they cannot request properties due to us not offering office space. To combat this the PHB has released Law Offices for lease, starting at $25,000 currently, these offices allow for private Law Firms with the new Law Firm business licensing highlighted above to get access to:

GOVERNMENT SECURITY BUREAU
Since our last updates newsletter we have implemented the Government Security Bureau as a response to the ongoing threats made against SASG employees, specifically against those in positions of power within the government. For SASG security reasons, we cannot disclose too much of GSB's internal changes however they have undergone a full reorganization of the bureau including new training, procedures, and protocols.

We opened recruitment for GSB and successfully hired 9 new Government Agents to join our ranks during the recruitment drive. The new hires are currently going through thorough training to ensure a high standard within the bureau.

GSB Command is currently working towards implementing even more training and procedures and improving the ones they already have, including working more closely with LSPD and LSSD for joint training and operations.

GSB continues to provide a service to the State Government by protecting all SASG and SAJB employees, and buildings ensuring safety and security are our number one priorities at all times.
