1. INTRODUCTION TO BUSINESS LICENSING
- The State of San Andreas requires the owner to register the business first with the Business Licensing Bureau to license a business. Therefore, the business owner cannot apply for business licenses until a business has been fully registered and possesses a Business Registration Certificate. To apply for a business license, please apply to the Business Registration Desk.
A business license grants a business the right to sell goods and/or services of a specific type in an official, commercial capacity.
Licensed businesses must meet all requirements stated by each license they obtain and operate without violations.
Each license carries a set of potential violations, and the consequences of committing a breach depend on the severity. Therefore, all violations are kept on record with business licensing information, as repeated violations can lead to more severe consequences. If a business commits repeated or severe offences, the business may be subject to termination, the State of San Andreas may seize any business assets, and the business owner will not be eligible to own, register, or license another business for one month.
2. OPERATING WITHOUT A LICENSE
- Without the required license(s), your business may not be operated in a commercial capacity as per regulations. Failure to license your business while operating in a commercial capacity will result in a "lock-down" of your business and any property associated with it by the San Andreas State Government. Any business placed in "lock-down" may be sold but may not be operated in a commercial capacity. Further continuation of commercial capacity operations without licensing will result in a total seizure of any property associated with the business, termination of the business by the San Andreas State Government, and the business owner will also not be eligible to own, register, or license a business for one month.
All businesses considered critical to the economy of San Andreas by the government, i.e., Gun Stores, Fuel Stations, General Stores, Loan Companies, & Vehicle Dealerships, must hold a valid business license at all times and be actively trading under The San Andreas State Government. Failure to do so can result in the business being seized.
All businesses must ensure they are up-to-date on licensing at all times as its the license holders' responsibility to ensure they hold the correct licenses for their business; the Business Licensing Bureau will communicate all changes in licensing terms and conditions to current license holders and any new or removed licenses will be published in a Press Release.
Businesses will be given one week to pay their license or renewal fees. Failure to pay then the above will be enforced, and the below fines will be issued:- First Offence - $25,000
- Second Offence - $50,000
- Third Offence - $100,000
- Fourth Offence - Further fines and/or removal of business
Notifying the Business Licensing Bureau is essential if the business is no longer operating.
3. HOW TO APPLY FOR A LICENSE
- Business Licenses, as mentioned, are mandatory for all businesses operating within a commercial capacity. To license your business, please carefully read the below process to find the application and submit it correctly. You may apply for more than one license that you believe your business will require; however, please note you may not be approved for any or all of them if you do not meet the requirements.

4. PARENT & SUBSIDIARY COMPANIES
- Parent companies can purchase licenses on behalf of their subsidiaries; however, a license may only be used for up to 2 businesses at a time. For example, if 3 or 4 subsidiaries need a liquor license, you must apply for two liquor licenses. It is up to the Parent & Subsidiary companies to internally decide how the cost of the licenses would be shared.
It is up to the Parent company to ensure the Subsidiaries meet all the requirements for each license, as they can be held accountable.
It is up to the registered business owner to ensure their licenses are valid before opening for operation, as they can be held accountable.
Note: Some licenses may be exempt from the Parent & Subsidiary discount scheme and will be indicated as such.
5. CITIZEN PERSONAL LICENSES
- Citizen Licenses, you do not need to own a business to own the following license(s). Anyone within the State of San Andreas can own these licenses:
- VBL:02 - Rental Vehicles
- PBBL:03 - Residental Renting
- EEBL:02 - Event Organiser
- EEBL:04 - Raffles
- ADBL:01 - Graphics/Artwork
- ADBL:02 - Property Designer
- MISC:01 - RV Parking
Citizen Licenses are only valid to the exactly named individual on the certificate. Therefore, if you change your name, you must inform the Business Licensing Bureau immediately to prevent your citizen licenses from being revoked.
Citizen licenses can only be used when operating a service as a singular person ("sole trader") with no connection to any business entity.
Citizen licenses cannot be used to assist or operate a business entity in any capacity; the business must hold its own registration and licenses.
To apply for a Citizen License, please follow the process above. The title of your thread should be [Citizen License] FName LName.
6. DISCLAIMER
- The Business Licensing Bureau reserves the right to conduct random inspections on all businesses and individuals to ensure all licensing requirements are maintained and no violations are committed. Your license(s) will be permanently removed if found to breach these terms. In addition, if you're an employee at a location that was using the license you lost, the company will have their license(s) suspended until you've left the company. Additionally, any law enforcement agency can forward evidence of licensing violations found during law enforcement operations to the Business Licensing Bureau for recording purposes.
