Traffic Camera Ticket Appeal

Good morning, day, afternoon or evening.

I'd like to file an appeal for a traffic ticket I received when fleeing a shooting. I was on the pier when one unidentified party shot another. As a result of this, I feel as though I shouldn't have to pay a fine for fearing for my life. I have bodycam footage of the situation, from moments before the shooting occurred to moments after the camera captured my speed, linked below. UPDATE: The ticket was paid. I expect either a proper reply as to why I'm expected to pay for the fear of my life or a refund of $1000 from the Los Santos Police Department.
