The Superior Court Bench Trial system runs off of defendant responsiveness. If defendants are interacting with the court or their attorney, a Notice to Schedule will be posted with all parties being able note their availability. A Judge will then pick the most suitable time for trial. Once a trial has been scheduled, the court will consider most submissions to be final.

Prior to scheduling, the defendant is encouraged to reach out to a licensed defense attorney in order to prepare a proper defense. The defendant is further encouraged to speak with an authorized individual at Rockford Hills City Hall, Mission Row Police Station, or Paleto Bay Sheriff's Office for official clarification on the specific charges received and their respective date and times, as once the case has been activated, any omitted charges will be considered abandoned and unable to be disputed within this case.

IN THE SUPERIOR COURT OF SAN ANDREAS

A Notice of Activation & Order for Discovery was entered in the above case on the 16th day of March, 2026.


The case of State of San Andreas v. Toni Phillips is hereby activated and opened by this Court.

The Superior Court Bench Trial system runs off of defendant responsiveness.   • Honorable Judge Patrone and pertaining parties,

    The Defense would like to announce our opposition to the State's request on the record.

    The Defendant has been charged with two misdemeanors; DM05 - Possession of Drug Paraphernalia & GM10 - Failure to Comply/Identify. This Court ordered discovery to be turned over within 30 days. That time has now come and gone. Again, this is a case involving two misdemeanors. It is unfathomable to believe the amount of evidence to collect could be voluminous enough that 30 days should not have been sufficient to produce the evidence. Counsel has prosecuted and defended higher profile cases wherein the State was only given 7 days to comply with discovery, and was generally able to comply with these deadlines. Allowing the state an entire month should be sufficient in a low-profile case with lower level charges.

    As a reminder, law enforcement arrested the Defendant on 12/Mar/2026, and the State was put on notice of the appeal on 16/Mar/2026. The Court ordered discovery on the same day and started the timer for speedy trial, a right the Defendant should enjoy without limit.

    Therefore, we pray the Court will deny this request and hold the State to the pre-existing deadline.

The Court notes the prosecution's extremely heavy caseload and that the delay is attributable to the arresting department, not the prosecution. The short timeframe requested does not deprive the defendant of the right to a speedy trial. The Motion for Continuance is hereby granted for one week from the filing date.

        • Police Detective I Sebastian Knight
        Narrative: Explain what happened in detail, provide sufficient detail to justify the charges. Video and image evidence can be provided. Specifically state why each charge listed was placed.
        Detective Knight spotted a vehicle speeding on the incorrect lane, Detective Knight decided to follow the vehicle for a bit, the driver behavior was suspecious as he was going slow speed after being spotted and yet could not handle the vehicle going on the side walk hitting poles and swerving between lanes, then going on the dirt track on slow speed despite of the speed the suspect kit the wall to the side. Detective Knight decided to pull them over to make sure they are not drunk. Upon pulling them over the suspect was refusing to turn their vehicle on and made 911 call stating that we are harrasing them before complying. The suspect was identified and asked to step out of the vehicle to perform tests on them. The suspect was asked to stand still there the suspect started to make gang signs and dance the suspect was asked again to stop and to stand still again to which he refused and started to dance again. The suspect then due to the uncompliance was arrested for failure to comply, the suspect was in posession of drug Paraphernalia
