Provide details of the incident leading up to the arrest
      • While returning back to Sandy Station I witnessed a gang affiliated Kamacho hovering suspiciously around the Sandy area. Parking up in random houses, hiding behind trees and an abandoned motel. I checked the plate, confirming the affiliation and tried a trace on the suspect. The trace was active and the suspect ended up staying inside the sandy are for around 15 minutes. Eventually his phone turned off but we had other undercover units with myself in the area. We stayed watching them for a few minutes and as we did an illegal shipment had arrived on the shore of Sandy. The Kamacho made its way to the drop, taking it apart and placing it into the back of their Kamacho. The suspects were pulled over almost instantly after they picked it up. They pulled over complied and were asked to step out of the vehicle as we saw them moving the illegal shipment over. We placed them in cuffs, detained them and searched their person and vehicle. On them and in the trunk we found crates which after opening showed an illegal shipment of 2x AP Pistols and 5x Vintage Pistols. This is where the charges of Class 1 and 2 come from along with the firearms trafficking as it was an illegal shipment of firearms.

They were taken to DOC by another unit, meant to be taken overall by the other unit but forgotten who it was. As this report was needed by LAD I am completing it now as I was leading the operation.

      Date of Birth: [08/JAN/1995]
      Phone Number: [REDACTED]
      Occupation: [LSSD Investigator ]
    Witness Statement
    • [On June 26th, a suspicious Kamacho under the RO: Brook Wheeler was found loittering in an abandoned motel in the Sandy Area. Being known gang affiliates and wearing/showing gang colours during the time of being found Investigator Hunter decided to go undercover and check out what they were doing. They were seen staying around the north area of Sandy Shores. After a bit of time had passed by an illegal shipment had been dropped off onto the shore in the nearby area. SD was ready for this but decided to let it stay out and keep VC of it to confirm this was for the suspects. The suspects (2x occupied Kamacho including later to be confirmed Brooke Wheeler) arrived at the spot, getting out of their vehicle and both loaded the Kamacho up with the smuggled crates. They were immediately pulled over, no VC was ever lost and we conducted a 10-55 on them. They were asked to step out of the vehicle which they did comply and did so. They were searched, the vehicle was searched and crates checked. Inside the vehicle we found 2x AP Pistols and 5x Vintage Pistols. The suspect was thus charged for Possession of a Class 2 Firearm, Class 1 Firearm and finally firearms trafficking.]

  • Exhibit #3: Bodycam footage - Investigator Zero Hunter, 06/JUN/2025
    * you would see an unmarked Kamacho see a Waterfelons coloured Kamacho parked up on the side at the abandoned Motel. Hunter would be seen passing by it and scanning their plate which would come back to Brook Wheeler. Brook would leave and start to drive around the Sandy area. Hunter would attempt a trace on the MDC which would come back positive. Hunter would leave the Kamacho and go to the station and get completely undercover on a gargoyle. This is where he would follow the Kamacho around after finding it again with a trace. Eventually the trace would go off but Hunter would be watching over it the entire time and now have called units into TAC 3. More units would join Hunter and watch over the suspects as finally a random green armoured crate would wash onto the shore. The Kamacho would be seen approaching it, getting out and placing the crates into the back of their Kamacho. They would drive off and immeditely be pulled over by a Kamacho unit. They would comply and give up but be found with 5x Vintage pistols and 2x AP pistols inside the crates in the back of the Kamacho.

COURT DECISION

IN THE SUPERIOR COURT OF SAN ANDREAS

State of San Andreas v. Brook Wheeler
#25-BT-0099

A decision was reached in the above case on the 10th day of August, 2025.

Due to a lack of response from the defendant in the above case, the case will now be accepting the plea of guilty from the defendant. The defendant was given ample time to interact with the courts and file availability. If any of the dates and times did not align with the schedule of the defendant, they were able to contact the courts stating the like. As little to no contact has been made with the courts in the past 3-4 weeks, this case will now be archived and the charges will remain on the record of the defendant.

Respectfully,
