    The mission of the Los Santos Police Department is to effectively provide protection and legal service to people and property; preserve public peace, and provide needed community services with the highest level of professionalism and ethical standards. Courtesy, professionalism, and respect are the core values of each and every employee of the Los Santos Police Department. Protection of the citizens of San Andreas is mandatory and as such, changes have been made to the application process to obtain a firearms permit.

The Old System
  • The Los Santos Police Departments' Firearms and Licensing Division has been given sole responsibility for regulating personal firearms permits and have for the longest time provided the proper paperwork, preliminary checks, as well as proper regulations for the citizens of the State of San Andreas to be able to legally and safely bear arms should they choose to do so. With the old system, it was easier than ever to obtain a permit for a Personal Firearm. Any eligible civilian was able to fill out an application, which would be processed, before obtaining ownership of a firearms permit.

  • After conducting a thorough investigation, the Firearms and Licensing Division concluded that, even though permit carriers already went through a written exam, an alarming number of individuals still failed to apply proper firearm etiquette and safety to their everyday carrying. The same investigation has shown that over the recent months, there has been an increase in firearm-related arrests. The primary cause for these arrests can be boiled down to a lack of firearms safety awareness.

Introduction of Firearms Safety Courses
  • Firearm safety is important to all citizens. No one wants firearm accidents to happen yet they do every day. Firearm accidents involving children are especially disturbing. While there may be no way to guarantee safety, firearm owners can take steps to help prevent many accidental shootings. To ensure and assist civilians in their everyday carrying, the Firearms Licensing Division introduces the Firearms Safety Course.

As stated in February's Monthly Bulletin: "Our evolution is continuous". The Los Santos Police Department spends a portion of its time making sure licensed citizens use their firearms properly. We want to reduce that to a minimum by educating and testing each individual before allowing them to possess instruments of death. A responsible licensed citizen is useful for society because he can protect himself and the people surrounding him whenever absolutely necessary.
With these Firearms Safety Courses in effect, we aim to be even more strict about the misuse of firearms. In the situation witnessed crimes do not warrant a citizen's arrest, please keep your firearm holstered and dial 911 if necessary.

    This course contains consistent information and examples of real-life situations with the sole goal of providing and teaching applicants about their responsibilities as permit holders. First of all, when attending this course, applicants will learn about how to responsibly possess a firearms license. This includes not only how to properly store or carry a firearm, but also how to keep a firearm in great condition. Secondly, attending applicants will learn how and when they can properly defend themselves within the letter of the law. Last but not least, attending applicants will learn about their rights concerning civilian arrests, as well as how to properly conduct one. What does this change mean for me?
  • This change will only affect new permit applicants. If you already have an approved firearms permit, this change will have no effect on you. You will remain eligible to carry the firearms you were previously eligible for. If you are a (potential) applicant, whether form A, B or C, this change will mean that after receiving the news that your permit application is accepted, you will have to attend and complete a course before being handed your permit.

    Potential applicants should complete the following steps:
    • Submit a permit application at the Firearms Licensing Desk, following the corresponding guidelines;
    • When your permit has been accepted, check for a Firearms Safety Course here and register yourself for the scheduled course;
    • Successfully attend the firearms safety course.
    • Wait approximately twenty-four hours for your permit to be processed.
