    The Los Santos Police Department's Firearms and Licensing Division have for the longest time provided the proper paperwork, preliminary checks, as well as proper regulations for the citizens of Los Santos to be able to legally and safely bear arms should they choose to do so. Although it is easier than ever to obtain a permit for your Personal Firearm, it is also worthy to note that an alarming number of individuals still fail to apply proper firearm etiquette and safety to their everyday carrying. The purpose of this announcement is to clarify those most often violated terms.

    Personal Firearms
    A Personal Firearm is a handgun-type firearm that you are able to be licensed and permitted to carry in public whether it be concealed or openly. There is currently only 1 legitimate way to obtain a Personal Firearm which is by purchasing it through a registered vendor (Gun Store) in Los Santos.
    You should under no circumstances ever:
    1. Purchase a second hand firearm registered to someone else.
    2. Purchase a firearm from a vendor not legally registered at the Los Santos City Hall.
    3. Purchase a firearm with a missing/broken serial number.
    4. Purchase a firearm not certified for sale on this list.
    Before you are able to purchase a Personal Firearm, you must first apply to obtain a Personal Firearms License. You can do this by utilizing either the Form A, Form B, or Form C found on the Firearms and Licensing Desk on the Los Santos Police Department's website.

    There are certain things that you can use your personal firearm for. You are allowed to use your firearm for sports and hunting in places such as shooting ranges or in uninhabited areas. You are also allowed to use your firearm for your own personal protection. However, you may never give/lend your Personal Firearm to someone else, whether they are licensed or not. You should never attempt to sell your Personal Firearm or ammunition to someone else. Lastly, you should never discharge your Personal Firearm in public unless you are doing so in self-defense.

    Self-Defense
    Self-Defense is a term that we hear often in everyday life. Self-Defense is the act of using force or violence towards another citizen in order to protect yourself, your property or another person from harm and damage. As a firearm owner, you are allowed to exercise your capability to defend yourself and your property to a certain extent.

    Before you are permitted to use force in Self-Defense, you must first establish what is known as a Reasonable Belief. You must believe with justifiable reason that there is an immediate threat to yourself or to others that can cause great bodily harm or death. Only in this case are you allowed to use an acceptable amount of force in Self-Defense. Acceptable amount of force means that you should only use the force required to stop said threat from occurring, and no more.

    Citizen's Arrests
    Another often misunderstood concept is the Citizen's Arrest. A Citizen's Arrest is an arrest of another person conducted by a member of the public who is not an acting sworn Law Enforcement Official. This member of the public can be anyone brave enough to step in and help maintain order in their community, including yourself. However, it can be difficult determining when you can perform a Citizen's Arrest.

    There are a few prerequisites that need to be fulfilled for you to be able to legally arrest someone, such as having witnessed someone commit a felony in your presence. If you meet one or more prerequisites then you are legally allowed to conduct a Citizens Arrest; however, be mindful of your own situation and ensure that you've read the entire guide regarding Citizens Arrests before conducting one, as this has only scratched the surface of it.     Your Firearms and the Police
    Being allowed to openly carry firearms in public is a big responsibility, and the Police are tasked to make sure that the right to bear arms is not abused. If a Police Officer notices you are armed, do not be alarmed if they request to see your identification. Inform the Police Officer where your identification is, and slowly reach for it and display it. Once the Police Officer views your licenses, they may request to inspect your firearm. Should this happen, you are to surrender your firearm to the Police Officer to inspect. This does not mean you have done anything wrong, but the Police Officer simply wants to make sure that everything is in order. You may never carry a firearm while concealing your face. This is an illegal act, and it will surely make people around you suspicious, including Police.

    If you are involved with the Police in any manner, and you are carrying your firearm, it is in your best interest to inform the Police Officer of such fact. For example, if you are involved in a traffic stop, then keep calm and inform the Police Officer that you are currently carrying your Personal Firearm.

    There have been plenty of concerns from the community regarding their firearms and what Police Officers are legally allowed to do. A Police Officer has the right to disarm an individual should they find sufficient reason to do so, for example: after they had shot someone, even if it is in self-defense. A Police Officer is also allowed to request for an individuals identification should they notice the individual is armed, even when no crime has been committed. Keep in mind that all of these regulations are put in place to ensure that people remain safe in public and dangerous unlicensed and unlawful firearms are taken off the streets. Legal firearm owners should not be worried about check-ups from Police Officers; resisting in any way will only create trouble where there was none.
