Introduction to Week Reports

  • Last month, the Media Relations Division began trialling a new type of release called the Week Report. The idea behind the Week Report is to provide the press and the public with accurate information about crime that occurs in their neighborhoods and what the police do to stop and deter that crime. This subsequently increases the public’s understanding of police work and helps to strengthen trust through transparency. This month, it was decided that the Week Report was a success and would continue release as a periodical, and it has now been fully established as a part of the Division’s staple work.

Every Monday, look for a new press release on this page to stay informed and up to date about what the police are up to, the status of crime in your neighborhood, armed and dangerous felons on the run, and much more. Spread the word and help us reach everyone in Los Santos with important information. The Week Report consists of information gathered from duty reports and personal testimony of officers, and is written by all of our Liaisons, so make sure to let them know your appreciation! You can submit your own testimonies by sending an email to any member of the Media Relations Division.

Within any law enforcement agency, you will always see people come and go, because ultimately, it is a common occurrence for those employed with such an agency to have a change of heart in terms of their career, regardless of the reasoning behind this choice. The Los Santos Police Department is no exception to this. It, however, is not a common occurrence for not just one but two long-time veterans to depart from their positions.

Today, we would like to take the time to formally announce the departure of two police veterans from the Los Santos Police Department and to thank and commemorate them for their service and contributions to the Department over the years.

Personal Messages from Assistant Chief of Police Elena Blake:

Police Captain Cynthia Shelby began her career with the Los Santos Police Department in the year 2018. Captain Shelby graduated from the Police Academy on the 14th of September, 2018. She quickly came to grow a liking of the training aspect in the Department, as she had begun attending academies as a spectator three weeks later and becoming an instructor after another month. At the end of 2018, Captain Shelby was accepted into the Department's Supervisor Training Program and was on her way to becoming a Police Sergeant, which she achieved with no issue after completing her training in just over one month on January 14th, 2019.

Working her way up to the position of Police Lieutenant and Command Officer of the Department throughout the year, she then achieved the position of Police Captain on October 6th, 2019. Captain Shelby greatly contributed to the Los Santos Police Department and the general public with her positions as the Commanding Officer of both our Internal Affairs Division, an extremely prestigious and important position within our Department, and the Firearms Licensing Division.

She has lead both divisions under her command to a bright future, and it is fair to say that they would not be in the position they are in now without her continued contributions to the divisions and the Department. We would like to thank her for her service and everything she has done for the Los Santos Police Department during her tenure and wish her the best of luck with her future endeavors.

Assistant Chief of Police Samuel Osborn is widely known amongst all agencies within the Los Santos Emergency Services, with his term as a Government Commissioner with City Hall, three separate terms as the Chief of Police of the Los Santos Police Department, and one term as the Sheriff of the Los Santos County Sheriff's Department. Assistant Chief Osborn returned to the Los Santos Police Department on the 12th of September 2020, following his departure from the Board of Commissioners to return to his roots in law enforcement.

Since his return to the Department and taking up a position as the Adjutant to the Chief of Police, Assistant Chief Osborn has served as an extremely valuable advisor to the Office of the Chief of Police for the better part of almost three months until he was offered to return to City Hall in the capacity of a Government Commissioner to assist them in turning plans into a reality.

For more information on the departure of Assistant Chief Samuel Osborn and his new position on the Board of Commissioners, we encourage you to read City Hall's 24th press release, titled "Welcoming back Commissioner Samuel Osborn".

We would like to thank Assistant Chief Osborn for his contributions to the Department since his return and wish him the best of luck settling back into his position as a Government Commissioner - we are confident that he will achieve great things.

Each month, one officer is selected by our Police Supervisors to receive this most prestigious award. This award is an overall congratulation for universal commitment, achievement, and excellence throughout the department. An officer who achieves this award is an exemplary member of the department who should be looked up to as an inspiration and role-model.

For November, the Los Santos Police Department Supervisor Team chose to recognize the professionalism and attitude of Police Officer I Shen Wong. Officer Wong has been a friendly face to the community of Los Santos ever since his reinstatement to the Los Santos Police Department on the 4th of October. Officer Wong is at the forefront of community policing, and simultaneously gets along with his working peers. His willingness to help others is exemplary and a valued character trait in our officers.

In addition to his open attitude, Officer Wong has shown excellent commitment to his work as an officer. In the final three weeks of November, he put in an exceptional 98 hours on shift, and filed a grand total of 182 pieces of optional paperwork. Paperwork is important to the operations of the Department, and allows officers the opportunity to shine through, which officers like Officer Wong certainly do.

We thank Officer Wong for his work towards furthering the mission of the Los Santos Police Department and wish him well on his journey back in the Department. He will be awarded with a salary increase for the duration of the month.
