    During the past weeks the City of Los Santos Penal Code has received a revision that covers the roadworthiness of vehicles. This revision most notably refers to vehicle headlights, reflectors, lamps, and indicators. Vehicles are defined as unroadworthy when they fail to meet minimum safety requirements defined under subsection VC11 of the Los Santos Penal Code. If your vehicle is deemed unsafe it may be towed to an impound at the discretion of the handling officer.

    The light that emits from your headlamps and reflectors at the front of the vehicle must be white and/or yellow. Headlamps and reflectors may be in a color other than white or yellow if and only if the vehicle is due to attend a vehicle-related event. The vehicle may then only travel from its home destination to the event, and back. Proof of attendance must be presented to officers upon request and is the responsibility of the vehicle owner to obtain. Violation of these regulations will result in a $500 citation, and a demerit at the officer's discretion. Unroadworthy vehicle is grounds for a traffic stop, and the LSPD will be enforcing this strictly.

    VC11 still refers to vehicle registration within the State of San Andreas and vehicle equipment functionality, with the addition and further clarification on vehicle modifications, and under which circumstances these modifications are legal or illegal.

    Old:
    VC11 - Unroadworthy Vehicle
    Vehicles are defined as unroadworthy when they fail to meet Minimum Safety Requirements. At the discretion of the handling officer, if your vehicle is deemed unsafe it might be towed to an impound.

    A vehicle operating on public roads must meet following criteria:
    • Indicators, lamps, side & rear view mirrors, and seatbelts must be present and undamaged.
    • The vehicle must be registered with the State of San Andreas.
    • The vehicle must not cause damage to road surface or structures.

    Utility vehicle operators are expected to be conscious about road accessibility and to operate with as little harm to traffic flow by keeping to the right most lane possible, driving within safe speeds, and waving traffic around them in the event they are causing a disturbance. Utility vehicles causing traffic issues may face fines for misuse. Utility Vehicles are defined as Money Transporters, Delivery Services, Waste Transports, Tractors, etc.
    New:

    • Indicators, lamps, side & rear view mirrors, and seatbelts must be present and undamaged.
    • The vehicle must be registered with the State of San Andreas.
    • The vehicle must not cause damage to road surface or structures.

    * The colors that emit from your lamps and reflectors may be in a different color if the vehicle is due to attend a vehicle-related event. The vehicle may then only travel from its home destination to the event, and back. Proof of attendance should be presented to officers upon request.

    All vehicles are to be held to a minimum safety standard to ensure that the operation of each and every vehicle has little to no negative effect on traffic. Once again, breaching VC11 - Unroadworthy Vehicle will result in at minimum monetary fine of $500, with a demerit and impounding of the vehicle at the officer's discretion. Unless special permission is granted, no vehicle should have discolored headlights, indicators or reflectors (excluding neon bars) while operating in traffic without a valid reason.

    SUMMARY:
    • Follow the criteria set by VC11.
    • Adhere to Minimum Safety Requirements.
    • Inspect your vehicle for any safety hazards before joining traffic.
    • Remain conscious about road accessibility, safe speeds, and traffic flow.
