    Chief of Police Alex Donnelly is pleased to announce the addition of the new position, 'Adjutant to the Chief of Police'. This new position will serve as an administrative assistant to the Office of the Chief of Police and will assist the Chief of Police with maintaining the Los Santos Police Department and its organs. Unlike the Chief of Staff, the Adjutant to the Chief of Police will not be directly responsible for maintaining employees, although, by authority, will be involved in the process.

    Chief Donnelly is also pleased to announce that Samuel Osborn will assume this position effective immediately, and will be bestowed the rank of Assistant Chief of Police. Osborn recently stepped down from his responsibilities within the Board of Commissioners (see City Hall press release) and has been working together with Chief Donnelly in implementing this new position for quite some time. With his previous expertise, he will function as an excellent advisor and assistant to the Office of the Chief of Police.

    Samuel Osborn's background in the State of San Andreas is very broad, prior to being appointed as the 3rd Government Commissioner, he served as the Chief of Police for the Los Santos Police Department on three occasions, as well as the Sheriff for the Los Santos County Sheriff's Department following Sheriff John Norman's death. We are confident in his leadership and management ability, and that he will further assist with the positive development of the department.

    Background of Assistant Chief Samuel Osborn

    Assistant Chief Osborn is a long-term veteran in law enforcement, he previously served as the Sheriff for the Los Santos County Sheriff's Department, as well as Chief of Police for the Los Santos Police Department three times prior. His career in the Los Santos Police Department started on April 27th, 2017. He progressed through the ranks, working assignments with increasing responsibility throughout the city. He has experience in patrol, Special Operations, Professional Standards, Supervisor Training, and Police Training.

    Chief Osborn was one of the four veterans of the Police Department that reformed the department in 2017 and expanded on our Bureaus and Divisions. He served three different terms as the Chief of Police for the LSPD, his original term started on September 19th, 2017 followed by his resignation on October 20th, 2017. He returned to the Los Santos Police Department on April 10th, 2018, and during his second term with the Department, he assisted with the implementation of new processes and the reform of old processes to effectively use technology and department resources. As a temporary replacement after Chief Reefer's immediate resignation, Chief Osborn took the position yet again on November 25th, until he was eventually invited to become a Government Commissioner, on February 28th, 2020.

    Chief Osborn is recognized as a strong, yet humble leader. In the Los Santos Police Department, he helped tackle some of the greatest challenges of our day.

    Born in Tulsa, Oklahoma, Chief Osborn grew up in Downtown Tulsa. He was raised into a family of law enforcement, his father, John Osborn, was a Commander in Tulsa Police Department, overseeing their Special Operations Bureau, and his older brothers, Jack and Benjamin, were both serving as patrol officers in the Tulsa Police Department. He attended Oklahoma University in 1984 and graduated with a bachelor of science degree in Criminal Justice, 1985. After graduating from university, Chief Osborn attended the Tulsa Police Academy Class 1986-54 and eventually graduated to become a Police Officer. Chief Osborn was an employee of the Tulsa Police Department until 2016, he transferred to the Los Santos Police Department and was appointed Captain, responsible over the Special Operations Bureau. Chief Osborn is also a graduate of the FBI-LEEDA Supervisory Leadership Institute, and the FBI National Academy - Session 215.
