Another great year has zoomed past us and we did not even realize that it also marks the end of the Second Decade. The Los Santos Police Department has changed a lot since the beginning of the year. The Los Santos Police Department has expanded and changed a lot since its introduction, however, every year brings new changes to procedures and regulations which are introduced to enforce and showcase the importance of professionalism, courtesy and respect for the City of Los Santos. This brings us to the final message of the year which we will be focusing within this final release. The Media Relations Division collected all information on the changes that were introduced throughout the year which which finally shaped the Los Santos Police Department to what it is at this moment.

With this in mind, lets go through different stages that are now history and we're proud to say we made it happen! The Los Santos Police Department and the City of Los Santos has seen and experienced the change of the Chiefs multiple times, however, it never paralysed the working structure within the Los Santos Police Department and everything continued unhitched. Each day every Police Officer puts the uniform on before going on-duty and pins the badge in its place, we do this for the people of Los Santos rather than ourselves. We do our best best to help every citizen we meet or respond to and the growth of the Los Santos Police Department is just the beginning!

Renovations of the Los Santos Police Department Mission Row Precinct on October the 20[sup]th[/sup], 2019.

The Los Santos Police Department Mission Row Precinct has gone through some important renovations back on October 20[sup]th[/sup] of 2019. The changes brought to the precinct were requested long time ago, however, it finally became reality. The renovations were required in order to meet our meet our increased demand for more advanced training and development of our Police Officers. There have been a lot of different things that have been added and changed:
  • We had enough space to create a spacious auditorium capable of holding all of our Police Officers that are currently employed in the Los Santos Police Department for any meetings and awards. The room is also fitted with a large display monitor which can display different information if required, a new sound booth to run the audio system has also been installed within the room.
  • With the increased demand for our Police Officers to become more proficient and efficient with their firearms and gain additional training, we commissioned the designers to design an in-house shooting range. Safety is our highest priority and concern, therefore, a double concrete wall was used to surround the shooting range on all the sides which will prevent any stray bullets escaping the area. Additionally, an evaluation platform was installed for any and all supervisors to oversee the Police Officers that are active in the range.
  • In order to improve our facilities, we listened to our instructors from the Los Santos Police Department training department and commissioned the designers of a new training room. This room is outfitted with a large display screen for any video demonstrations if they are required as well as work stations for each trainee.
  • One of the more important things we strive for at the Los Santos Police Department is having our Police Officers not only to work as a team, but also to socialise and become a closer family. We tasked our designers to design a break room for our Police Officers to better improve their bonding experience and to have some stress relieved after a long and exhausting shift.
  • The Investigations Bureau received more advanced laboratory to perform their investigations, this was due done due to increased crime rates in the city of Los Santos which requires more advanced technologies and investigation tools if wanted to be solved.
  • Lastly, the board room. This is the most important room for both Police Supervisors and Members of Both Police Command Teams to sit down and discuss the performance of each Police Officer within the Los Santos Police Department on weekly basis.

Towards the end of the year the Los Santos Police Department has witnessed a lot of reinstatement applications, most importantly, three (3) individuals were offered Police Command positions as they are well-experienced Police Officers and have plenty of skills to offer for the department's growth and future. Police Captain Lewis Langley, Police Lieutenant Mike Adams and Police Lieutenant Daniels Shelby were asked to write a short message about themselves, the message asked about their reinstatement and previous memories and experiences gained while being employed at the Los Santos Police Department. The three musketeers have many months of experience in the field and behind the desk, their leaderships skills are indispensable to the Los Santos Police Department and its future growth.
I am Police Captain Lewis Langley and I initially joined the Los Santos Police Department on the 2[sup]nd[/sup] of October, 2017. I reinstated back to the Los Santos Police Department on the 26[sup]th[/sup] of November, 2019.

Before my resignation I was a Police Commander of the Professional Standards Bureau (PSB), I also assisted Elena Blake with getting the Investigations Bureau to a high standard. I felt very sad and almost empty with all sense of purpose gone when I initially resigned from the Los Santos Police Department, I did regret the resignation and it was a very weird feeling with all sense of structure and discipline gone from my day to day routine. I missed my friends who I made within the LSPD and I consider them all family. Whilst I was gone, I assisted Commissioner Ramon Carter for a while before reinstating back to the Los Santos Police Department after realizing my pension wouldn't last forever and I wasn't of the age to retire.

I think after realizing I wasn't of retirement age, I needed some structure back in my day to day life and missed the Los Santos Police Department greatly. Once reinstated as a Police Cadet, it was easy to adapt after meeting all of the new employees who had joined the Los Santos Police Department during my time away. I believe that Assistant Chief Alex Donnelly did a great job in holding the Los Santos Police Department together and was a big player in maintaining the standards and success of the Los Santos Police Department when the Chief of Police Samuel Osborn resigned.

To this day I won't forget when I was on a casual patrol with the Chief of Police Samuel Osborn, doing a regular traffic stop. A Go Postal Van ran me over and just casually drove off, whilst that had happened, Chief of Police Samuel Osborn was being attacked by some delinquents who were punching him, when he eventually managed to throw them off and provide medical attention to me until the EMTs arrived and I was taken to the hospital and consequently given medical treatment. It was not fun or entertaining at the time, but I would say looking back, that day is something I will remember for the rest of my life and take to my grave.
I am Police Lieutenant Mike Adams and I joined the Los Santos Police Department on the 15[sup]th[/sup] of May, 2018. Previously, I filed for resignation on the 26[sup]th[/sup] of August, 2019, however, I reinstated back into the department on the 2[sup]nd[/sup] of November.

After my resignation, my family and I flew to Hawaii for our yearly family holiday. To this day my parents own a house in Hawaii which they bought when I was a little boy. I spent most of my time on the beach while being a regular at different parties throughout the island. Although this kind of lifestyle was a ton of fun, I quickly ran out of things to do. About one and a half months after my resignation, I started thinking of moving back to the City of Los Santos and leaving Hawaii. Two months later I did.

I wouldn't consider my resignation to be a mistake, but rather a well deserved extended holiday which was very helpful physically and mentally. It allowed me to have some time for myself and to feel relaxed and free once again. This is a very rare feeling for me, but that comes with the job and the title.

When I made my way back to the City of Los Santos, it only took me one day to reach out to the Los Santos Police Department and file for reinstatement. I did so because I truly started missing my job, not only the day job but the people too. I missed interacting with all kinds of people, such as members of the public and equally enjoyed assisting them in any way possible. I also missed being that one person who can save and make someone's day at the same time. Quite frankly, the Los Santos Police Department was and still is, my second home.

Whilst filing for reinstatement, I never expected to be offered the rank of Police Lieutenant again. I previously resigned as a Police Lieutenant and was hoping to be returning as a Police Detective. So that was a big, but a pleasant surprise. When I officially came back, it was time to go through the recent policy and procedure updates. Luckily, I was not gone for a long time, which means I did not have much to catch-up on. My reinstatement went quite smooth.
I am Police Lieutenant Daniels Shelby and I became a Police Cadet on the 2[sup]nd[/sup] of July 2018. I reinstated into the Los Santos Police Department formally on the 21[sup]st[/sup] of December 2019 as a Police Lieutenant.

After I resigned I mostly spent my time maintaining the various businesses I jointly own with my wife. I was not sad after I resigned since I resigned for a particular reason and had considered the prospect for a while before going through with it. I don't think it was a mistake, sometimes it is important in your career to take a step back and reassess what it is you want from your life's work, sometimes that means going back and taking a different path.

Boredom and lack of action was the reason that pushed me towards reinstatement. Retirement isn't fun and sitting around doing nothing isn't easy. I also had unfinished work within the department that I felt needed completing and I wanted to spend more time with my wife. Ultimately, the Los Santos Police Department is my home and I've worked with plenty of the people here for years now, some of them I even trained myself and saw them through the academy process. When you've been in that environment for this long it becomes something that is hard to live without.

I was not gone long and in that time the old Chief of Police had resigned, and the previous Chief of Police had come back and we reacquired multiple old members of the department. With that being said, not much had changed and everything came naturally to me. The most memorable situation that will stick with me for years to come was an undercover operation where we followed a known gang leader for up to 4 hours to eventually find where he stashed his weaponry. We succeeded and managed to collect all the evidence, after that I had a lot of people following me while off-duty and on-duty, and coming into the Los Santos Police Department trying to pry information about me from fresh Police Cadets that don't know better.

The Investigations Bureau (IB) has introduced a new division to any and all Police Officers II, most importantly, this division is a stepping stone for everyone who is looking to join the Investigations Bureau as a full-time employee after they reach Police Officer III. Each division within the Los Santos Police Department allows each of the Police Officers to expand their knowledge into different fields, however, the Crime Report Unit allows you to be a part-time Crime Officer, of course, you still must execute your duties as a Police Officer, however, learning more about crimes and investigations will set you up for future endeavours if you decide to join the Investigations Bureau. Deputy Chief Elena Blake explained more in-depth and greater detail what the Crime Report Unit is.

The Crime Report Unit (CRU) within the Los Santos Police Department's Investigation Bureau is a unit that was created as a stepping stone for Police Officer II's who will soon, upon their achieving of the rank of Police Officer III, face the choice between beginning the training to become either a Police Sergeant or a Police Detective. It will allow them to get a good grasp of what a majority of the work of a Police Detective is and whether or not it will be the right career path for them.

The unit was originally thought of and pitched by the late Detective III Logan Cross. It was later was piloted by him with Detective I Eleanor Quinn by his side as his Assistant Commanding Officer, upon the approval of the unit's trial phase by the leadership team of the Office of Investigations.

The CRU and its members (otherwise referred to as Crime Report Officers within the division itself) focus on the handling of crime reports filed by civilians and government employees alike. This is also where the difference between full-on members of the Investigations Bureau holding the rank of Police Officer III and Crime Report Officers (CROs) within the CRU lies.. CROs work with already established Investigators and Detectives to solve crimes that have already happened and have been reported - they do not investigate scenes or anything of this nature and do not have the authority to do so, whereas Investigators and Detectives do.

Despite several bumps along the way, the unit has played a major role in the handling of crime reports being filed with the Los Santos Police Department. The process of handling these reports would not have gone as smoothly as it has thus far if it wasn't for the unit and the CRO's within, as well as the passion shown for the unit by Lieutenant Shadow, who has recently taken on a leadership role within the unit and is actively working to improve the unit to make it better than ever.

It is not possible to apply to the unit, however, Police Officer II's can send a letter of interest to the divisional command team of the Investigations Bureau to be considered for a position within the unit, should they be interested and feel that they can take on the responsibilities that come with it. It is greatly recommended for those who want to get an idea of what the Investigation Bureau does, and it is something that is factored during the recruitment process of new Police Officer III's into the Investigations Bureau. Important to note, however, is that it is not for everyone - and not everyone is guaranteed a position within the unit, letters of interest are reviewed by the Investigations Bureau command on a case-by-case basis.

Los Santos never sleeps, and as such, despite our efforts to reduce the rates of crimes that go unnoticed or unsolved, crime will never fully stop, but neither will our devotion to bring justice to those who have been treated wrongfully and were the victim of any crime.

If you were a victim of a crime that has gone unsolved, due to circumstances such as but not limited to, the perpetrators being quick and swift in their escape, we encourage you to step forward and to file an official crime report with the Los Santos Police Department so that the Crime Report Unit can bring justice to you too.

At the end of every month, the Media Relations Division works tirelessly to issue an official press release with major changes, updates and most important statistics of the Los Santos Police Department. There have been a lot of new applications and discharges, from lots of ride-alongs to arrest reports. Each and every Police Officer tries their best to document everything they do at every step of the way, this makes our system more efficient, professional and most importantly capable of serving the citizens of Los Santos. Some of the statistics for this year are below, the numbers maybe inaccurate due to some of the paperwork still being processed
  • Throughout the year, the Los Santos Police Department has accepted roughly 238 new applications, however, due to certain reasons about 357 applications were denied. Additionally, there were roughly 73 successful reinstatement applications processed which resulted in successful reinstatements.
  • The Los Santos Police Department's arrest report database has received about 1731 successful and thorough arrest reports. On the other hand,the Police Impound Lot has received approximately 2118 successful impound reports and roughly 3658 impound release reports.
  • Throughout the year the Los Santos Police Department Police Officers all together have received approximately 800 promotions and has witnessed roughly 13 different demotions in ranks. Only in this year there were about 249 Police Applicants that passed the Police Academy and became Police Cadets!
  • Due to personal reasons approximately 203 Police Officers have resigned voluntarily from the Los Santos Police Department. We would like to thanks those Police Officers for their service!
These numbers are fascinating and every single day, each Police Officer does their best to protect their loved ones and you, a Citizen of Los Santos. These numbers may look big and scary, however, most of this paperwork is not compulsory, but each Police Officer dedicates their time to file the documentation correctly so it can be retraced if needed. The Los Santos Police Department has experienced multiple changes within the Office of the Chief, however, the department never ceases to exist nor were its operations were impeded.

The Los Santos Police Department takes pride in our integrity, transparency, and commitment to the public. Internal Affairs consists of a Commanding Officer, Assistant Commanding Officer, and Internal Affairs Investigators, all who work under a Professional Standards Bureau Coordinator, who reports to the (Assistant) Chief of Police directly. To ensure proper and thorough investigations, Internal Affairs doesn't consist of many investigators, the process of becoming an Internal Affairs investigator is lengthy and requires an exemplary record of impartial and honest police work in the Los Santos Police Department. To maintain public confidence, all complaints must be thoroughly and impartially investigated. After over fifty years, Internal Affairs (IA), which is currently under the command of the Professional Standards Bureau, operates as the investigative arm of the Chief of Police to identify and report corruption and employee behaviours that tends to discredit the Department or violate a Department policy, procedure or protocol. Complaints are presented to the Chief of Police for a fair and appropriate adjudication and /or sanction, with consideration given to the complainant, the Department, the individual employee, and the public trust. Throughout the year of 2019, a large number of cases were thoroughly investigated and concluded, some of them were closed and some resulted in suspensions or even dishonorable discharges.
The Los Santos Police Department Internal Affairs (IA) Investigators have received a total of 304 Internal Affairs Complaints of which 88 submitted complaints resulted in a direct disciplinary action and roughly 60 cases were dismissed due to lack of evidence and information produced during the investigation to prove or disprove the allegation(s). The remaining 156 case files resulted in no action being taken against the Police Officer since there was no misconduct.

The Los Santos Emergency Services and Corrections Department attended an annual Christmas party at the Bayview Lodge in Southern Paleto. The party itself was organized by Sergeant II Dezzy Bala, however, the Los Santos Police Department would like to thank Hayes Dealership for sponsoring the Christmas Raffle where a brand new Jester Classic was given away! The Los Santos Police Department would like to thank all the employees of the Los Santos Emergency Services and Corrections Department for attending such a beautiful and meaningful party, we hope that you met some new people and enjoyed yourself!
The four emergency service departments all congregated at the Bayview Lodge in Southern Paleto at the weekend, for a festive celebration. With Christmas almost upon us, the Police Department, Sheriffs Department, the Department of Corrections and Los Santos Emergency Medical Services took a moment out of their busy schedules to come together as one and enjoy the fruits of their hard work. It's been a tough year in Los Santos with changes at the very top of all four departments, with each ending the year in stronger positions than they entered 2019, the festive spirit was very much alive.

The event would not have happened without the efforts of Sergeant II Dezzy Balla , of the Los Santos Police Department who initially set out to create an LSPD event but after some talks with his colleagues in the department, it was decided to expand it to all the departments of the government. After numerous emails, the stage was set for the 14[sup]th[/sup] of December and the location, a quaint wooden lodge in the middle of Paleto Forest would house the men and women from every corner of the state.

The event itself was a resounding success. The turnout better than anticipated. The beer flowed and the food sizzled. The company cheered and a great time was enjoyed by all. At the event, there was some of the finest food served by resident Sous Chef Diablo. The Chief of Police Samuel Osborn was kind and generous enough to ply the party-goers with enough alcohol to keep spirits lifted.

Hayes Dealership, a modest enterprise owned by the Los Santos Police Department's Captain Lewis Langley, generously offered a brand new Jester Classic to be raffled off. Our our very own Police Cadet Chris Crawford being announced as the lucky winner by our own raffle master Sergeant II Robert Reynolds. In addition, Commissioner Ramon Carter, the guest of honor at our snow-capped shindig conducted a very thorough inspection of the Christmas costumes on offer and picked the best dressed as the winner of the costume contest.

There might have been some sore heads come Sunday morning, but there is no doubt hearts were fit to burst with festive cheer.

The Recruitment and Employment Division (RED) underwent some major changes within the Los Santos Police Department. Previously, there were two different divisions that focused on employment and training, however, they were merged together after Deputy Chief Jay Bacon received a promotion. This decision will allow the division to perform better. The changes wereintroduced back in November, and it has not disappointed anyone yet!
Welcome to the first monthly update from the Recruitment and Employment Division. Following the promotion of Deputy Chief Jay Bacon, the decision was made to merge the Department's Recruitment Division and Basic Training Division to create a more streamlined entry process to the Department for Applicants. I was selected as the Commanding Officer of this new division, with Captain Cynthia Shelby as the Assistant Commanding Officer.

In the coming months, multiple changes are planned, with a primary focus on the Recruitment aspect of the division at the start of the month, followed by alterations to the Academy Process closer to the end of the year.

The Los Santos Police Department has been on a roller coaster with multiple changes when it comes to the Chief of Police in 2019. In total, there were multiple statements issued by the San Andreas State Government about all the changes that took place. On the other hand, it is important to note that throughout all the changes in the Los Santos Police Department, the department itself never ceased to exist and brave men and women continue their sworn duties for the Citizens of Los Santos.
With the recent retirement of previous Chief of Police Samuel Osborn, We would like to congratulate and welcome Chief Mick Reefer on his appointment as Chief of Police of the Los Santos Police Department. Mick Reefer has been with the Los Santos Police Department since June 2017. We can foresee a fantastic future of the Los Santos Police Department with Mick Reefer as Chief and are looking forward to his leadership. Mick has been a valued member of the Los Santos Police Department for a long time and has shown unwavering dedication and tremendous effort within the department during this time.

About Chief Mick Reefer
Chief Reefer is 46 years old, his birthday is July 15th, 1973. He joined the Los Santos Police Department on June 7th, 2017. Mick excelled in the department and quickly rose to a supervisory position within the department.

On the 4th August 2018, he was promoted to the rank of Police Commander and became a member of the department High Command. He is currently the Administrative Services Bureau Coordinator where he oversees everything involving the Recruitment, Employment, and Administration within the Los Santos Police Department. Micky also works closely with the Police Training Bureau to ensure a smooth transition for new applicants to move onto their Police Academy training.

After spending 5 months as a Police Commander and the Administrative Services Bureau Coordinator, due to Deputy Chief Crosby's retirement, Mick was promoted to the rank of Deputy Chief of Police and appointed as Director of the Office of Support Services in Chief Crosby's stead. This meant extra responsibility as now he was not only the head of the Administrative Services Bureau, but he was also given the task of fully overseeing the Police Training Bureau. This consisted of both the Basic Training Division and the Advanced Training Division.

Mick was promoted to Assistant Chief of Police on March 26, 2019, and worked closely with Chief of Police Samuel Osborn with overseeing the entire department.
Months later, the San Andreas State Government and Board of Commissioners regretfully announced the immediate resignation of Chief of Police Mick Reefer from his position within the Department. This was unexpected since the change happened only a few months prior. The Chief of Police became vacant once again, therefore, Assistant Chief Alex Donnelly became the Interim Chief of Police until the vacancy was filled.
The city saw a very sudden and unexpected departure of one of the finest law enforcement officers, November 22nd, Chief of Police Mick Reefer. The sudden retirement of Chief Reefer now means that the Los Santos Police Department will have to undergo a necessary change.

When I was appointed Chief of Staff by Chief Reefer, I was astonished, to say the least. I had never thought that my service to this Department and city had meant to much, and I had never expected to look at myself in the mirror and admire the stars on my collar. After settling in as this Department's Chief of Staff, I had found a calling, and it's because of that call, that I am writing this today.

I became a Police Officer with the Los Santos Police Department because I admired the impeccable service that the men and women provided to the City of Los Santos and its inhabitants, every single day. I wanted to partake and do my part, and when I put on the uniform for the very first time, I had found a new home with brothers and sisters surrounding me. To this day, being on patrol with officers and getting involved with the communities around the City of Los Santos, has been one of my most favourable moments, and it's something that I wouldn't want to give up.

Becoming Chief of Staff allowed me to be more directly involved in all areas of the Department while serving the Chief of Police and upholding the core values and principles that were this Department was founded on. It also allowed me to retain the ability to work with officers directly in the field, which is the main reason why I first joined law enforcement.

With Chief Reefer's retirement, the Chief of Police position became vacant. And today, I announce, that after meetings with the Board of Commissioners with San Andreas State Government, I will not be accepting this position, and instead, I will carry on with my efforts as the Chief of Staff. Instead, I would like to announce that after lengthy deliberations and meetings with the Board of Commissioners, I put forth a recommendation for a plan of action, and part of that plan was to appoint somebody else as the Chief of Police, someone who has successfully revived this Department in the past and partook in its creation, Sheriff Samuel Osborn.

This plan was discussed with Sheriff Samuel Osborn, Undersheriff John Wallace as well as the Board of Commissioners. And it was agreed that Sheriff Samuel Osborn, will be returning to the Los Santos Police Department to succeed Chief of Police Mick Reefer.

For those who are not familiar with Chief Osborn, he has led this Department on two occasions, and his leadership has never failed us. His ability to connect with the city, its people and institutions are what made the Los Santos Police Department so successful, and I believe that now more than ever, do we need to strengthen our relations with the city, state, and its institutions. Most of what you see in the Department today was originally founded by Chief Osborn and the men and women who served under him throughout his period of leadership. Chief Osborn recently returned from retirement after having to succeed the late Sheriff John Norman following the unexpected and sudden accident which led to his death.

So effective immediately, I would like to once again inform the City of Los Santos, the men, and women of the Los Santos Police Department, that I will not be campaigning for the role of Chief of Police, and instead, I will be welcoming Chief Samuel Osborn back into the Los Santos Police Department.
Lastly, the Chief of Police Samuel Osborn returned and filled the vacancy within the Los Santos Police Department becoming a Chief of Police once again! This was a surprise to most of us, however, he is well experienced in all aspects of policing, the Chief of Police Samuel Osborn also was the Sheriff with the Los Santos County Sheriff's Department after the sudden death of Sheriff John Norman.
I would like to begin by extending my gratitude to the warm welcome that I have received from the employees of the Los Santos Police Department, as well as the communities surrounding the City of Los Santos.

Right off the bat, I can tell you that there are no planned changes to come to the Department. Before my initial departure, the Department was running smoothly as ever, and it has only improved looking at its structure and divisions of it. For the time to come, I plan to review each area of the Department, its leadership and personnel, to ensure that the Los Santos Police Department is providing the best and most efficient service to the City of Los Santos, as well as for the Department itself.

I'm grateful for being back in this uniform, it wasn't easy to depart from the Los Santos County Sheriff's Department, however, I am confident in that Sheriff John Wallace will carry on the development and growth. I expect that the relations between our Departments will improve significantly, as both I and Sheriff Wallace share the same goals and intentions.

My primary focus for the time being, aside from reviewing areas within the Department, is to improve on community relations. The people within the City of Los Santos deserves transparency, and we as a Department, require their trust in order to efficiently do our jobs.

I do however want to say that this is a transition period, and it might take some time for me to fully get settled back into this position. For the next few days, I will be focusing on catching up on changes and new developments within the Department and the City of Los Santos, as I have been away for quite some time up north.

The Los Santos Police Department was the only law enforcement agency until this year, when the Los Santos County Sheriff's Department was introduced formally. Around the same time the Chief of Police Samuel Osborn resigned and went into the retirement, but not for long. The Sheriff was announced to be John Norman a well known Police Officer back in his hometown of Chicago.
The San Andreas State Government is pleased to announce the recognition of, and to welcome, the Los Santos County Sheriff's Department, the second law enforcement entity in the State of San Andreas. With the significant rise of crime throughout the past few months in our county areas, the San Andreas State Government had realized that the Los Santos Police Department cannot be responsible for the entire state themselves as it stretches them thin.

The Los Santos County Sheriff's Department and the Los Santos Police Department will work closely together and maintain a healthy relationship while aiming for the same purpose and goals. We are confident that the two agencies will function well together and that they, together, will keep the citizens of San Andreas safe.

Both agencies are Law Enforcement agencies and thus they possess the authority to detain, charge and arrest individuals(s) no matter their jurisdiction. There are internal guidelines and regulations within the two Departments that go over jurisdiction, but over the course of the next few weeks, you might be seeing a significant decrease of Police Units in the county as they will slowly be replaced by Sheriff's Deputies.

We would like to congratulate and welcome Sheriff John Norman on his appointment as Sheriff of the Los Santos County Sheriff's Department. Sheriff Norman was previously employed by the California Highway Patrol as an Assistant Chief, a Department which he served faithfully with for 20 years. It will be an honor to have Sheriff Norman serve as the state's first Sheriff, and we can only foresee a great future of the Los Santos County Sheriff's Department with Sheriff Norman at the top of the spear.

Facts about Sheriff John Norman
  • Sheriff Norman is 58 years old, his birthday is the 24th of May, 1961.
  • Sheriff Norman first became a Police Officer in 1987 when he applied for the Police Department in his home city, Chicago. He applied for a transfer to the California Highway Patrol in 1995 after achieving the rank of Lieutenant.
  • Sheriff Norman has a Master's Degree in Criminal Justice and a Bachelor of Science in Business and Management.
Unfortunately, Sheriff John Norman was pronounced dead on August 19[sup]th[/sup] due to an accidental gunshot wound. After the incident Chief of Police Samuel Osborn was asked to return from his retirement to assist the Los Santos County Sheriff's Department in future endeavors as Sheriff John Norman's loss was tragic and unexpected.
The San Andreas State Government is saddened to announce that the Sheriff of the Los Santos County Sheriff's Department, Sheriff John Norman, has sadly passed away. The death of Sheriff Norman involves no foul play. On August 19th, Sheriff John Norman went on a hunting trip with his friend and colleague, Assistant Sheriff James Jurrick, and due to the lack of reflective vests and poor lightning in the area, Sheriff Norman was accidentally shot. He was transported to Central Hospital of Los Santos where he later passed away.

Sheriff John Norman served the Los Santos County Sheriff's Department for a month, after having transferred from the California Highway Patrol. Together with his staff, he successfully built up the Los Santos County Sheriff's Department from the ground and the Department now has 30 employees that work day and night for the community of Blaine County and surrounding areas.

Due to the unforeseen death of Sheriff John Norman, the San Andreas State Government last night reached out to the previous Police Chief, Samuel Osborn, and offered him to be the head of the Los Santos County Sheriff's Department. And on short notice, we are pleased to announce that he accepted this offer.

Sheriff Samuel Osborn is a law enforcement veteran with over 20 years of experience, he has served as the Chief of Police twice with the Los Santos Police Department until his resignation earlier last month. Being one of the few individuals that built the Police Department up from the ground to what it is today, we are confident that Sheriff Osborn will bring great fortune to the Sheriff's Department.
It was very heartbreaking to hear the news of Sheriff John Norman, he came across as a great person with a great mind for the Sheriff's Department and the community that it serves. What he had accomplished in the Department is extraordinary, in just over a month since its opening, the Sheriff's Department is operational with staff covering all shifts. He will truly be missed by his staff and the community.

If you would have asked me during my first two weeks of retirement about me returning to Law Enforcement, I would've have laughed it off. I stepped down as the Chief of Police for the Los Santos Police Department because of stress, and because I felt that it was time for another person to take reign and lead the Department to further success, which is exactly what happened. However; during my time outside the country, I built up a new level of motivation, I started to miss the thrill of being a Law Enforcement Officer, the feeling of helping someone in need and doing what I can to make things better.

Last night when I received a call from Commissioner Carter, I felt a sensation of relief and a new level of thrive. It was an honor to accept the position that Commissioner Carter offered to me, and it will be an honor to serve the great people of San Andreas once more, in a different uniform and with different brother and sisters. I cannot promise a fully crime-free county, but I can promise that we will do our best to keep Blaine County and surrounding areas safe.
The Los Santos Police Department and The Los Santos County Sheriff's Department are working closely together now that the Chief of Police Samuel Osborn has transferred to the Los Santos Police Department and abdicated his position as the Sheriff. As a result of this, both law enforcement agencies have never been as close as they are now. To this day, both agencies work towards a better life both in the City of Los Santos and up north, in Blaine County. Such events allows us, as a Police Department and a law enforcement agency to move forward and learn one step at a time. In the future, we hope, that both departments will work together and maintain a professional, yet, friendly relationship.

It's no secret that the Los Santos Police Department flourished significantly this year, and that is a direct result of the contribution and effort from each and every employee of the Department. However, there are many individuals that have contributed to the further development of the Department, that are no longer with us because they have resigned, sought employment elsewhere, retired, or have passed away.

We would like to remember Lieutenant Ellie Dickens. On February 28th, 2019, the Los Santos Police Department received the devastating news that Lieutenant Dickens had succumbed to the injuries sustained by a traffic accident. Lieutenant Dickens at the time had served the Los Santos Police Department since graduating from the Police Academy on May 6th, 2018. During her time with the Department, she accomplished many of the goals she had set during her initial police interview, she became an Investigator for the Internal Affairs Division, Operative of our Special Weapons and Tactics team, and the Assistant Commanding Officer of the Advanced Training Division.

Lieutenant Dickens's unforeseen departure struck the Department greatly, and it was no secret that she was liked by many of our employees. As the Vespucci Watch Commander, Lieutenant Dickens managed to strengthen relations within the precinct significantly, through hard work and dedication, she was able to boost morale and motivation within the precinct by hosting regular precinct events, something which other Precinct Commanders followed afterwards. Lieutenant Dickens was a great leader, a great person and someone that was looked upon.

Lieutenant Ellie Dickens to this day is missed by the community she served, her Department, and her friends and family. She made a great impact on the Los Santos Police Department and her contribution and effort will always be here with us.

It is time to end the press release on a positive note, it has been a difficult, but very interesting year. Some of us have been with the Los Santos Police Department for more than a year, others just joined, however, we are all one big family! This year was a one big roller coaster and each one of us should be proud that we still stand! Every day, each one of us put on that blue uniform, unless you are a detective, pin a badge onto it and put on that wonderful hat. We do all of this to protect the people that live, breathe and eat just like us!

I, Jo Campbell, would like to personally thank a large number of people for making my year with the Los Santos Police Department, for making this End Of Year Review Release possible and most importantly for allowing me to become a part of the Los Santos Police Department Family!
  • Chief of Police Samuel Osborn has been in charge of the Los Santos Police Department for so long, I cannot even count that far, however, even with your departure and reinstatement the department had and continues to have very deep roots which will not allow it to cripple and fall under any circumstances.
  • Deputy Chief Jay Bacon is the founding father of Media Relations Division and it is an honor to be a part of such a small, yet concise and capable division. You have passed your child onto Police Captain Lewis Langley with high hopes, but without you this division wouldn't be what it is today.
  • Police Captain Lewis Langley made this release possible, he has been taking care of the Media Relations Division since Deputy Chief Jay Bacon was promoted, this may not be a big division, however, it is one of those that work tirelessly to represent the Los Santos Police Department positively.
  • Police Sergeant II Dezzy Bala for taking a step forward and organizing the Christmas party not only for the Los Santos Police Department employees, but for the rest of the Los Santos Emergency Services and Department of Corrections! A number of people did not make it to the party, however, whoever did, enjoyed it a lot.
  • Police Officer III Grace Hunter - This press release wouldn't have been grammar free without the assistance of Officer Hunter! We appreciate your hard work!
  • Every single Police Officer and Police Detective that is employed by the Los Santos Police Department! You have made this year one of the most efficient years that the Los Santos Police Department has seen. Every single day you have sacrificed yourself for someone else and if you believe that your works go unnoticed, you are mistaken. Some individuals may not be appreciative of what you do, but we do look up to you to enforce the law for good! Once again, thank you, every single one of you!
