    The San Andreas State Government and Board of Commissioners regretfully announcing the immediate resignation of Chief of Police Mick Reefer from his position within the Department. Chief Reefer worked diligently throughout his time as Chief of Police and we thank him for his efforts and dedication to the Department and the officers which served him. Chief Reefer had an extremely successful career with the Los Santos Police Department and we wish him the best in his future endeavors.

    About Chief Mick Reefer
    Chief Reefer is 46 years old, his birthday is July 15th, 1973. He joined the Los Santos Police Department on June 7th, 2017. Mick excelled in the department and quickly rose to a supervisory position within the department. On the 4th August 2018, he was promoted to the rank of Police Commander and became a member of the department High Command. He then oversaw the Administrative Services Bureau Coordinator where he oversaw everything involving the Recruitment, Employment, and Administration within the Los Santos Police Department. Micky also worked closely with the Police Training Bureau and ensured a smooth transition for many new applicants helping them to move onto their Police Academy training.

    After spending 5 months as a Police Commander and the Administrative Services Bureau Coordinator, due to Deputy Chief Crosby's retirement, Mick was promoted to the rank of Deputy Chief of Police and appointed as Director of the Office of Support Services in Chief Crosby's stead. Mick was promoted to Assistant Chief of Police on March 26, 2019, worked closely with Chief of Police Samuel Osborn with overseeing the entire department, before being promoted to Chief of Police on July 23rd of the same year.

    With the retirement of Chief Reefer, his Chief of Staff Alex Donnelly has taken the interim position as Chief of Police for day to day duties and we have begun deliberation on the best course of action for the Los Santos Police Department. After discussions with the Los Santos Police Department commissioned officers the decision making process for the next Chief of Police will begin.

    This is a personal message from the Interim Chief of Police Alex Donnelly.
    The city saw a very sudden and unexpected departure of one of the finest law enforcement officers, November 22nd, Chief of Police Mick Reefer. The sudden retirement of Chief Reefer now means that the Los Santos Police Department will have to undergo a necessary change.

    When I was appointed Chief of Staff by Chief Reefer, I was astonished, to say the least. I had never thought that my service to this Department and city had meant to much, and I had never expected to look at myself in the mirror and admire the stars on my collar. After settling in as this Department's Chief of Staff, I had found a calling, and it's because of that call, that I am writing this today.

    I became a Police Officer with the Los Santos Police Department because I admired the impeccable service that the men and women provided to the City of Los Santos and its inhabitants, every single day. I wanted to partake and do my part, and when I put on the uniform for the very first time, I had found a new home with brothers and sisters surrounding me. To this day, being on patrol with officers and getting involved with the communities around the City of Los Santos, has been one of my most favorable moments, and it's something that I wouldn't want to give up.

    Becoming Chief of Staff allowed me to be more directly involved in all areas of the Department while serving the Chief of Police and upholding the core values and principles that were this Department was founded on. It also allowed me to retain the ability to work with officers directly in the field, which is the main reason why I first joined law enforcement.

    With Chief Reefer's retirement, the Chief of Police position became vacant. And today, I announce, that after meetings with the Board of Commissioners with San Andreas State Government, I will not be accepting this position, and instead, I will carry on with my efforts as the Chief of Staff. Instead I would like to announce that after lengthy deliberations and meetings with the Board of Commissioners, I put forth a recommendation for a plan of action, and part of that plan was to appoint somebody else as the Chief of Police, someone who has successfully revived this Department in the past and partook in its creation, Sheriff Samuel Osborn.

    This plan was discussed with Sheriff Samuel Osborn, Undersheriff John Wallace as well as the Board of Commissioners. And it was agreed that Sheriff Samuel Osborn, will be returning to the Los Santos Police Department to succeed Chief of Police Mick Reefer.

    For those who are not familiar with Chief Osborn, he has led this Department on two occasions, and his leadership has never failed us. His ability to connect with the city, its people and institutions are what made the Los Santos Police Department so successful, and I believe that now more than ever, do we need to strengthen our relations with the city, state, and its institutions. Most of what you see in the Department today was originally founded by Chief Osborn and the men and women who served under him throughout his period of leadership. Chief Osborn recently returned from retirement after having to succeed the late Sheriff John Norman following the unexpected and sudden accident which led to his death.

    So effective immediately, I would like to once again inform the City of Los Santos, the men, and women of the Los Santos Police Department, that I will not be campaigning for the role of Chief of Police, and instead, I will be welcoming Chief Samuel Osborn back into the Los Santos Police Department.

    I would like to begin by extending my gratitude to the warm welcome that I have received from the employees of the Los Santos Police Department, as well as the communities surrounding the City of Los Santos.

    Right off the bat, I can tell you that there are no planned changes to come to the Department. Before my initial departure, the Department was running smoothly as ever, and it has only improved looking at its structure and divisions of it. For the time to come, I plan to review each area of the Department, its leadership and personnel, to ensure that the Los Santos Police Department is providing the best and most efficient service to the City of Los Santos, as well as for the Department itself.

    I'm grateful for being back in this uniform, it wasn't easy to depart from the Los Santos County Sheriff's Department, however, I am confident in that Sheriff John Wallace will carry on the development and growth. I expect that the relations between our Departments will improve significantly, as both I and Sheriff Wallace share the same goals and intentions.

    My primary focus for the time being, aside from reviewing areas within the Department, is to improve on community relations. The people within the City of Los Santos deserves transparency, and we as a Department, require their trust in order to efficiently do our jobs.

    I do however want to say that this is a transition period, and it might take some time for me to fully get settled back into this position. For the next few days, I will be focusing on catching up on changes and new developments within the Department and the City of Los Santos, as I have been away for quite some time up north.
    About Chief Samuel Osborn
    Chief Samuel Osborn was re-appointed as the Chief of Police for the Los Santos Police Department on November 24th, 2019, following the sudden resignation of Chief Mick Reefer.

    Chief Osborn is a long-term veteran in law enforcement, he previously served as the Sheriff for the Los Santos County Sheriff's Department, as well as Chief of Police for the Los Santos Police Department two times prior. His career in the Los Santos Police Department started on April 27th, 2017. He progressed through the ranks, working assignments with increasing responsibility throughout the city. He has experience in patrol, Special Operations, Professional Standards, Supervisor Training, and Police Training.

    Chief Osborn was one of the four veterans of the Police Department that reformed the department in 2017 and expanded on our Bureaus and Divisions. He served two different terms as the Chief of Police for the LSPD, his original term started on September 19th, 2017 followed by his resignation on October 20th, 2017. He returned to the Los Santos Police Department on April 10th, 2018 and during his second term with the Department, he assisted with the implementation of new processes and the reform of old processes to effectively use technology and department resources. Chief Osborn is recognized as a strong, yet humble leader. In the Los Santos Police Department, he helped tackle some of the greatest challenges of our day.

    Born in Tulsa, Oklahoma, Chief Osborn grew up in Downtown Tulsa. He was raised into a family of law enforcement, his father, John Osborn, was a Commander in Tulsa Police Department, overseeing their Special Operations Bureau, and his older brothers, Jack and Benjamin, were both serving as patrol officers in the Tulsa Police Department. He attended Oklahoma University in 1984 and graduated with a bachelor of science degree in Criminal Justice, 1985. After graduating from university, Chief Osborn attended the Tulsa Police Academy Class 1986-54 and eventually graduated to become a Police Officer. Chief Osborn was an employee of the Tulsa Police Department until 2016, he transferred to the Los Santos Police Department and was appointed Captain, responsible over the Special Operations Bureau. Chief Osborn is also a graduate of the FBI-LEEDA Supervisory Leadership Institute, and the FBI National Academy - Session 215.

The first heavy snowfall on November the 23[sup]rd[/sup] on the bridge of San Andreas Avenue, La Mesa, Metro Los Santos. The snow is reported to stay for at least the duration of the holidays.

The Los Santos Police Department has been closely monitoring the incoming weather reports of early snowfall as it was seen throughout the month of November. The first few snowfalls did not stay for a long period of time, however, the meteorologists confirmed that since the 23[sup]rd[/sup] of November the early snowfall will remain for longer period of time, most likely until the end of Christmas holidays. This may be a great addition to the incoming holidays, however, the job of the Los Santos Police Department is to ensure that everyone on the road and on the side of the road is safe and aware of these difficult and snowy conditions.

Ice, snow, heavy rain and fog significantly increase the risks on roads. Stopping distances can double in the wet and increase ten-fold in ice and snow, and if you can’t see clearly, you can’t react to hazards. Driving in bad weather can be lethal. The Los Santos Police Department would like to urge the drivers to follow the advice given.
  • Ensure that your vehicle is well-maintained and is up-to-date on all the inspections and services.
  • Regularly check the condition of your vehicle's tires and ensure that they are safe to be used.
  • Slow down and do not speed! If visibility is poor or the road is wet or icy, it will take you longer to react to hazards and you should reduce your speed accordingly. Take corners very slowly, and reduce speed further if your view of the road ahead is obscured. Always stay well within the speed limit and look out for temporary speed limit signs.
  • Ensure that the gap between the vehicles in front and behind is sufficient. Stopping distances are double in the wet, and can be 10 times greater in icy weather. In wet conditions, you should leave four seconds, and in ice or snow, drop right back as much as possible.
  • Stay in control of your vehicle at all times. Try to avoid harsh braking and acceleration, and carry out maneuvers very slowly and with extra care.

The Los Santos Police Department urges you to follow the advice provided above. The Police Officers will do their best to assist you in every and any situation as these conditions may worsen in the upcoming weeks once the winter season begins.

      Hello to all Investigators, Detectives and other readers. I would like to extend a warm welcome to all of you as we leave yet another month, the month of November, behind us and move onto the next, nearing the festive season. Today, I am pleased to present all changes, updates, and accomplishments of importance that have been made within the Investigations Bureau and its personnel through the November update, which is the sixteenth monthly update of the Investigations Bureau.

      The general idea and thought-process behind the publishing of the monthly of the Investigations Bureau is to keep everyone within the Investigations Bureau up-to-date on all the changes that have been made during the month prior to the update being published, as well as showcase the major changes and accomplishments of the Investigations Bureau to the other employees of the Los Santos Police Department and the general public.

      Roster Changes
      Every month, the Investigations Bureau goes through a variety of roster changes, such as but not limited to new Police Officers being recruited and brought into the Investigations Bureau, or personnel of the Bureau rising through the ranks of the Los Santos Police Department.

      During the month of November, the following roster changes have occurred.

      Monthly Bureau Statistics
      During the month of November:
      • A total of 2 cases have been opened.
      • A total of 7 cases have been closed.
      • A total of 7 cases are currently being actively investigated. (Excluding Gangs and Narcotics statistics)
      • A combined total of 30 Investigation Patrol Logs have been posted.
      • A total of 105 illegal weapons have been seized. (01/NOV/2019 - 01/DEC/2019)
      • 1 Investigator has passed the Detective Training Program.

      This marks the sixteenth monthly Investigations Bureau update that I have published since assuming the position of leadership within the Investigations Bureau and the Office of Investigations. As such, I would like to thank all Investigators and Detectives for making the Investigations Bureau a possibility, and my command staff for helping me move the Investigations Bureau towards a bright future.

      I greatly appreciate all the work every single one of you puts in every day to make the Investigations Bureau successful, and what it is today. Once again, congratulations to all those who got recruited and promoted, keep up the good work!

    Traffic Enforcement Division November Update

    This month Traffic Commanding Officer Mary Dinkley resigned from the department affecting the division and would like to thank her for the hard work she has put into the division. With that being said, this month also witnessed other influential members of the division moving up the ranks.

    Special Weapons and Tactics Division Update - November 2019

      • Hello Operatives,
        With the resignation of Sergeant II Josh Paige, Sergeant I Victor Einhart is now the Commanding Officer of SWAT and with this appointment has come a number of changes big and small to the SWAT Handbook. The changes so far have received unanimous praise and there has been a significant rise in non-active deployments now that passive deployment has returned.

        The restructuring has also left a few positions open within SWAT Command, and in the coming weeks and months, we will be watching for potential candidates to fill in the open spots among the Command roster. If that interests you, the best way to get noticed is to apply to be an instructor and lead training sessions.

        With the cold weather comes concerns over weapon reliability. I'd like to take this opportunity to remind our operatives that they should take the time to properly examine their equipment for damage or maintenance issues. The cold weather does wonders for barrel cooling but the rapid changes in temperature can lead to cracks or faults which is not only dangerous but can render your weapon useless.

    • This month saw 30 active deployments, that's one deployment to a hostile situation every day! Please keep in mind that when you post a deployment log, you should be as detailed as possible so that those reading the log have an understanding of the situation. You never know when your log might help out someone in Investigations to solve a case!

      • Hello Pilots!
        Welcome to the Fifteenth update of the Air Support Division. This month with the upcoming holidays has been a little slow. We've been going steady and snowfall has hit the city. With the snowfall we want to remind everyone to be safe on the roads and in the air.

        There are a lot of advantages to the snow, but a lot of fog and chilled air as well. Remember, if you need to lower your altitude due to visibility, just make sure you don't present yourself as a target, reveal yourself overhead and communicate your intentions.

        We want to welcome back Captain Hamilton. He has retaken the position with Special Operations and will be again our Special Operations Bureau Coordinator. He will also be helping out with our Tactical Training program for our SWAT officers as he also oversees SWAT and TED.

        Congratulations to Felix Noonham again as our featured Pilot for November! They have logged 56 hours this month with an average of 41 hours over their ASD career. Due to their dedication to air support, they have been skipped the appointment of Pilot First Class and achieved Senior Pilot.

    Recruitment and Employment Division Update - November 2019

    • Division Update

    Dear Application Handlers and Academy Instructors,

    • Welcome to the first monthly update from the Recruitment and Employment Division. Following the promotion of Deputy Chief Jay Bacon, the decision was made to merge the Department's Recruitment Division and Basic Training Division to create a more streamlined entry process to the Department for Applicants. I was selected as the Commanding Officer of this new division, with Captain Cynthia Shelby as the Assistant Commanding Officer.

      In the coming months, multiple changes are planned, with a primary focus on the Recruitment aspect of the division at the start of the month, followed by alterations to the Academy Process closer to the end of the year.

    • During the Month of November, the RED has handled a total of 63 applications. 14 of these applicants were successful and are currently employed as Cadets or Officers within the Department. 33 applications were denied following their initial review or the applicant's interview. 16 applications are on-going, either waiting for an Academy, Interview or pending edit from the applicant themselves.

      On the Academy aspect of the division, this month a total of 5 Academies were hosted by Academy Instructors this month, with a total of 25 applicants attending to receive the training required to join the department as a Police Cadet.

    Field Training Program November Update

    Dear Field Training Officers,

    The month of November has been a steady month for the Field Training Program. It has been a month with minimal change, but fantastic outcomes. It's great to look at the statistics for this month and see that field training officers are taking initiative to conduct observation reports at almost the same rate as formal training sessions now. This has made it so that cadets are graduating the program with a deeper understanding and higher competency for solo patrol than I have ever seen since joining the Los Santos Police Department so thank you to all of the FTOs taking time out of your shift to guiding our cadets to success!

    Sadly this month, we lost a valued member of our command team - that being Sergeant Mary Dinkley. Sergeant Dinkley was a member of the command team for a short time but her work was appreciated and she will be missed. You may have noticed that as Sergeant DInkley began to step down, FTP command welcomed another familiar face, this being Sergeant Dezzy Bala. Sergeant Bala has worked extremely hard this past month and has been monitoring his assigned cadets closely. Sergeant Bala join the FTP command team as an FTP Supervisor, but due to his extremely hard work, it gives me great pleasure to announce that I will be appointing him as the new Assistant Commanding Officer of the Field Training Program - Congratulations Sergeant Bala, I trust that you are a perfect fit for the role and I look forward to working with you further!

    Finally, throughout the month of November, 95 unique field training sessions and 87 formal observations were conducted meaning that there were over 180 formal interactions with cadets throughout November - Well done everyone!

      For the month of November, the Field Training Program Command has decided to make Police Officer III Carl Thisthon our Field Training Officer of the Month for a continuous outstanding effort. This month, Officer Thisthon has had the highest FTP count with well-written reports. Office Thisthon racked up 10 formal field training sessions and 14 observation reports! This award entitles Officer Thisthon to a salary bonus of $5000 (($50,000)), paid directly from the Commanding Officer of the Field Training Program.

      Be sure to congratulate Police Officer III Thisthon whenever you see him on duty.

      I have recently been appointed the Media Relations Commanding Officer, I would like to extend thanks to the previous Media Relations commanding officer, Deputy Chief Jay Bacon. I intend to push forward Media Relations which includes an increase in the number of press releases that are published by the Los Santos Police Department.

      I am pleased to announce that Media Relations are looking for established writers, we can offer exceptional training and development. I have listed some prerequisites below: -
      • Be an active Police Officer serving within the Los Santos Police Department
      • Significant writing experience, or an active interest in writing in clear and concise English with the ability to use fluid punctuation
      • Have enough free time to contribute a minimum of two articles a month
        If you’re interested in becoming a Writer, we will provide an attractive benefits package paid on a per article basis, please contact Lewis Langley [email protected] for further information.
