As we near the end of the summer and the start of the autumn of 2019, another month has gone by again, and with that, many things have happened and changed within the Los Santos Police Department.
During the month of August, Deputy Chief Marco Dinkley filed for resignation and with that, left his career with the Los Santos Police Department as the Director of the Office of Special Operations, where his duties were to oversee the leadership of our Special Weapons and Tactics Division, our Air Support Division, and our Traffic Enforcement Division. I want to formally thank former Chief Dinkley for his effort dedication towards his duties as an Office Director and wish him the best of luck with his future endeavors.
Following the resignation of Chief Dinkley, I would like to congratulate Captain Daniels Shelby on his promotion to Captain and his appointment as the Special Operations Bureau Coordinator, taking on the responsibility of overseeing the day-to-day operations of our S.WA.T., Traffic Enforcement, and Air Support divisions. We have the utmost faith in Captain Shelby and are eager to see what he brings to the table for the divisions within his Bureau.
On top of that, the month of August has been a record-breaking month for the Field Training Program since it was initially launched when it comes to the total amount of sessions conducted. Throughout the month, an astonishing total of 154 unique Field Training sessions and 103 formal observations were conducted, totaling up to over 250 formal interactions with our new wave of Cadets. I would like to congratulate the current Field Training Program Commanding Officers, Sergeant Phillipe Sanchez, and Detective Eleanor Quinn, with this achievement.

Senior Lead Officer Scott Dunbar was born in 1994 in Glasgow, Scotland and grew up in a small rural town, located just south of Glasgow. Dunbar's parents were both Chemical Engineers and they knew each other since University. After the global financial crisis in 2008, the Chemical Engineering profession became redundant. Times were rough for the Dunbar family with the threat of losing their home. Few months after his mother was offered a position at INEOS (INspec Ethylene OxideSpecialities) in Carson, California which lead to the entire Dunbar family relocating from Scotland to the United States of America. They took their time to adapt to the hustle and bustle of Carson, however, soon after Senior Lead Officer Dunbar graduated from high school with a GPA of 3.5 and attended the University of California, Irvine, where he majored in Criminology.
Soon after his graduation, Senior Lead Officer Dunbar relocated to Los Santos where he became a courier and delivered mail to people's homes. He applied for a position at the Los Santos Police Department on April 17[sup]th[/sup], 2019 and on the same day, he graduated the Academy of Los Santos Police Department and became a Cadet. Senior Lead Officer Dunbar joined the Los Santos Police Department to help the citizens of Los Santos and ensure that everyone who lives and breathes around him is safe.
Since joining the department Senior Lead Officer Scott Dunbar has been an exemplary officer. He commits himself and his time to his job at Los Santos Police Department and he always makes sure that other officers are doing their best at all times. Overall, Senior Lead Officer Dunbar has overseen 6 Police Academies and 4 of them he coordinated as the Head Instructor. Only this month the Los Santos Police Department welcomed 24 new Police Cadets with the help of Senior Lead Officer Dunbar and Basic Training Division. Since joining the Los Santos Police Department Senior Lead Officer Dunbar was selected to be the Officer of the Month in June 2019 for being a shining example of professionalism to all the Police Officers. In the month of July, he received Exemplary Field Training Officer Commendation Award for showing exemplary effort with the Field Training Program and consistently keeping up with the officers who require their training and doing so at a very high standard.
Senior Lead Officer Dunbar is a great example of an Officer. He is a keen, helpful and active member of the Los Santos Police Department. He dedicates his time to train, teach and prepare others for their future in the department. We would like to wish him the best of luck with his future endeavors both in the Los Santos Police Department and life.
Los Santos Police Department respond to a Code 1 situation on Joshua Road in Blaine County.
Roughly at 1:06 am on Wednesday, August the 14[sup]th[/sup] 2019, the Los Santos Police Department received a Sheriff's Department Deputy distress call on the radio via the dispatch. Multiple Deputies were involved in an active and long-lasting gunfight with some gang members who attempted to break out the suspect from the back of the Sheriff's Cruiser.
Multiple Los Santos Police Department Police Officers responded to the distress call immediately and the first unit on the scene of a distress call arrived within a minute. Upon arriving on the scene of a call three (3) Deputies were injured and were treated immediately for their injuries, however, one (1) Deputy passed away on the scene due to gunshot wounds. After further investigation, three (3) deceased bodies were found of the suspects who were involved in the attack of the Sheriff's Department Cruiser with the suspect inside. According to the Deputy that survived the shoot-out, "multiple suspects were either injured or gunned down on the scene".
The road and the area around the scene of the crime were cordoned and completely closed to the general public for a few hours until the investigation was concluded. The injured deputies were transported to Central Medical Department by the Los Santos Emergency Medical Services for further treatment and the three (3) deceased bodies were transported by the Coroner to Central Medical Department for autopsies and further analysis.

Division Updates
Statistics
During the month of May, there has been 49 total deployments across all of our operatives. 13 of them were David Patrols, 12 passive deployments, and 24 Active Deployments. This means a large percentage of all S.W.A.T. Deployments in August were extreme situations.
We are happy that our operatives are remembering to log their deployments but hope to see further improvement in the coming months.
Sniper Riles
This month we also saw a change to our long range weaponry. We have no decommissioned out heavy sniper and replaced it with the better suited anti personnel sniper. This is a much lighter weight weapon that will allow us to cover an equal range without impairing an operatives manoeuvrability.
Final Thoughts and Moving Forward
Moving forwards we are looking to make some changes to the swat handbook to improve how we operate under deployment. We are also hoping to press on with training our new operatives to insure they are as well trained as the rest of the division.

Basic Training - August Update
The Basic Training Division is committed to its mission goal to provide the best introductory training to applicants and to ease their transition into cadets. In the time since the last divisional update, there have been a number of serious changes to the division.Since the last divisional update, we have increased our roster two-fold, and we hope that the renewed resources will assist us in organizing academies in most shift times, for more applicants.

Since the previous update, we have effected some changes to the academy curriculum, which have been received very well by applicants.
We have removed one practical demonstration, specifically the 10-55, and that has resulted in the academy time being reduced by more than 45 minutes.
The Basic Training Division respects the time of the applicants, and wishes to make the process as efficient as possible.
We have used some of the freed-up time to add additional talking points in areas that we felt would make most use of that time, and we feel that the new academy experience is just as, if not more informative, while being much more efficient.I would like to thank all our instructors for their very valuable work, what they do is an integral step of the applicant to officer transition, and it is truly invaluable.
I would also like to thank our Director for the Office of Support Services, Deputy Chief - Ashley York, for her invaluable assistance in implementing the new changes, and more changes that have yet to come.

Basic Training Division Commanding OfficerField Training Program - August Update
Dear Field Training Officers,
The month of August has been my first full month in command of this prestigious division and training program and I can happily say that I believe it has been a huge success thanks to everyone who has helped behind the scenes and to you, the field training officers. August 2019 has been a special month for me because not only has it been my first full month in command with the assistance from Detective Quinn, it has also been a record breaking month for the FTP since it was founded regarding session totals. The specifics will be listed below but I just want to say on behalf of the FTP command team - thank you all for you excellent work and effort this month.
Throughout the month of August, a whopping 154 unique FTP sessions and 103 formal observations were conducted meaning that there were over 250 formal interactions with cadets throughout August - A record breaking tally for BOTH FTP session totals and Daily observation report totals - Well done everyone!
The month of August saw us introduce 10 new Field Training Officers into the Field Training Program.

For the month of August, the Field Training Program Command has decided to make Police Officer III Zoey Deul our Field Training Officer of the Month for continuous outstanding effort. This month, Officer Duel has conducted 17 formal FTP sessions with 4 daily observation reports. This award entitles Officer Deul to a salary bonus of $5000 (($50,000)) paid directly from the Commanding Officer of the Field Training Program.
Furthermore, this month, FTP Command would like to formally recognize the hard work from Police Officer III Samuele Colonna. Throughout the month of August, he has conducted 8 formal FTP session as well as a whopping 26 daily observation reports meaning that Officer Colonna contributed to more than 25% of the month's total D.O.R count. Because of this, Officer Colonna will be entitled to a wage bonus of $2500 (($25,000)) paid directly from the Commanding Officer of the Field Training Program.
Be sure to congratulate both Police Officer III Duel and Colonna whenever you see them on duty.

Traffic Enforcement - August Update
This month Head Inspector Phillipe Sanchez resigned from his position in the Traffic Enforcement Division and would like to thank him for the hard work he has put into the division. We have also have introduced a new training program for Probationary Traffic Officers to conduct training with Traffic Officer II's to get some first-hand experience on a standard traffic patrol once this is completed they will be able to take their evaluation session. During the month of August, we only hosted one Traffic Operation that was located down the road from Bayview targetting drivers who were speeding and under the influence. We plan on holding operations more frequently along with some internal training for the division.

Hello Pilots!
Welcome to the Twelfth update of the Air Support Division where we would like to introduce you all to the updates within the division for the month of August. We are looking to get these made for each month to let you all know what is happening within the division, and any upcoming changes to the division. We hope this will help to include you all more, and inform you of changes prior to them happening, so you can all come forward with suggestions of things that you all would like to see change within the Air Support Division.

Unfortunately, we have run into some issues with planning the solution we were planning to have up by September that would help the pilots with allowing to more easily log their hours but will be deployed in a test phase sometime during this month.
Also, we have made great improvements in working on the tactical certification that will allow pilots better help out SWAT in dangerous operations.
This month we are going to congratulate Robert Jeys as our featured Pilot! He has logged a total of 26 hours in the month of August and his general lack of activity in the division, as well as his paperwork, become more detailed during this month. For being the featured pilot this month he will receive a bonus of $25,000. Congratulations Robert Jeys, please see the Commanding Officer for your bonus.
I would like to remind all Junior Pilots that you are responsible for obtaining 10 flight hours and conducting your 10-hour flight check within 30 days to progress to Pilot. Junior Pilots not meeting this criterion will be removed and made to reapply when they have the time required to dedicate to the division. Several junior Pilots are eligible to schedule their ten hour flight check but have failed to do so.
On a last note, this month has been extra special as we have logged a total of 144 hours which is a 54 hour increase more than the last month that means that pilots have been in significantly more situations than the other month and I would like to see you keep making this number even higher.
