    With the festive month of December and its holidays coming towards an end, we are looking forward to 2019 and for this Department to grow even further. The month of December has not only been busy for our employees but also our divisions and bureaus. I would like to thank our Media Relations Division for yet another very successful job fair that was held in the middle of the month, where not only the Los Santos Police Department attended but also our Los Santos Medical Department as well as the San Andreas Department of Corrections.

    We've also seen changes in the Department's structure and positions, starting with the departure of Deputy Chief Kilo Crosby who resigned from his position and role in the Department, Deputy Chief Crosby is a veteran of the Police Department and without him, many of the things that we see and use today wouldn't be possible. With Deputy Chief Crosby's resignation, we saw appointments to fill up the empty holes in the Office of the Chief, Commander Elena Blake, Commander Sean Hamilton and Commander Micky Reefer all three got appointed into their respective offices as the Director, also being promoted to Deputy Chief of Police within the Department. I would yet again like to congratulate our new Chiefs who are all three veterans of the Police Department, who have helped me and the Department prosper and shine through rough times.

    I would also to recognize the appointments of Senior Lead Officer Cynthia Shelby who was appointed the Commanding Officer of the Air Support Division in Commander Donnelly's stead, as he will now be focusing on his Bureau in Office of Operations. We also have seen Lieutenant Liam Paige's appointment into Commanding Officer of our Special Weapons and Tactics Team, as well as Sergeant Enzo Bozzuto's appointment into the Assistant Commanding Officer of our Special Weapons and Tactics Team.

    We're slowly stepping into a new fresh year and the month of January, around the corner is nothing but improvements and changes to all of the Department. Our divisions are working in full swing to keep the house operational, our Recruitment & Employment, as well as Basic Training Division, is continuing their great efforts to employ new Police Officers and train them towards becoming the best.

    To end this, I would like to remind everyone, my employees and the public, to take it slow into 2019 and to take care of yourself and the people around you on New Year's Eve, and we'll meet each other again come the new year. Thank you all for creating 2018 with me.

    Miles Townsend: Born in Liberty City, U.S.A on the 12th of July, 1992. He moved to Los Santos in 2010 where he studied Chemistry and Biology in the University of Los Santos. While studying in Los Santos he resided on a peaceful street in Mirror Park Drive. During his spare time from college he also took additional courses in Basic Combat Training (BCT) which would help him in his career as a police officer later in life. After completing college he received a Bachelor's degree with a major in Chemistry and a minor in Biology. It was here that he learned about the manufacturing, creation and chemical components of many drugs such as the illegal ones he would be removing from the streets for a career. It was from this that he developed a passion for enforcing the law and serving his community.

    After college had concluded he served as an Air National Guardsman for Los Santos where he was trained in a variety of key aspects of law enforcement such as adhering to a force matrix and self defence. He was trained using firearms such as rifles. As a Basic Airman he was awarded a marksman award. It was here where he learned how to pilot and fly helicopters and fighter jets. He was trained in advanced driving and intervention techniques which he transferred over into his training as a Los Santos Police officer.

    Officer Townsend was recruited into the Rockford Precinct on October 15th, where he has since worked with the Media Relations division as well as the Special Weapons and Tactics division, Field Training Program and the Traffic Enforcement division. Townsend is a very active Field Training Officer, taking time out of his regular patrols to assist with cadets in their training and development. In the month of December he had one of the highest number of trainings completed for newly attested cadets. He is always seen taking cadets out on patrols and is always offering assistance at scenes he arrives on, being praised by his supervisors for his Initiative. He's patient, reliable, punctual and over all a great officer.

    Officer Townsend is definitely one of our finest police officers. He's always ready to go with his shift, ready to help the people of Los Santos. He's always offering a hand to troubled or struggling cadets and always does so in a professional manner. While complying with the departments regulations he finds a way to do his job with a sense of humour and pride. We are very proud to call him a brother in blue and are very excited to see where he takes his career next. Because of this, Media Relations have decided to feature him in our December Bulletin.

  • We have made great strides in our departmental divisions, welcomed some new faces, and said farewells to some old ones. Please read below about some divisional updates from the COs and ACOs themselves, and what progress they have made in the month of December.
    Investigations Bureau Update from Deputy Chief Elena Blake

    Hello Investigators and Detectives, and welcome to the fifth monthly update of the Investigations Bureau! With this update, we would like to introduce everyone to all changes and updates that have been made within the Bureau last month, as to let you all know and include you all in what is happening in the Bureau.

    During the month of December, we have had several roster changes within the Investigations Bureau ranging from internal changes or promotions to Investigators or Detectives progressing through the ranks in the Police Department.

    • Deputy Chief Elena Blake has been appointed as the Director of the Office of Investigations.

    As of Saturday, 29th of December 2018, the Office of Special Operations has split up into two, leaving the Special Weapons and Tactics Division, Air Support Division and the Traffic Enforcement Division under the Special Operations Bureau in the Office of Special Operations.

    The Investigations Bureau is no longer a part of the Office of Special Operations, which is now led by Deputy Chief Sean Hamilton. The Investigations Bureau has gotten its own office, the Office of Investigations led by Deputy Chief Elena Blake, the former Investigations Bureau Coordinator.

    The move from the Office of Special Operations to the Office of Investigations will not affect the day-to-day operations of the Investigations Bureau. The only current change is that the Bureau Coordinator position for the Investigations Bureau is currently vacant.

    • A total of 11 cases have been opened.
    • A total of 12 cases have been successfully closed.
    • A combined total of 77 Investigation Patrol Logs have been posted.
    • 2 Investigators have passed their Detective Evaluative Test.

    SWAT Division Update from Sergeant Enzo Bozzuto

    Hello Operatives!
    Welcome to the third update of the Special Weapons and Tactics Division, where we would like to introduce you all to the updates within the division for the month of December, and what is hopefully going to happen in the month of January. We are looking to continue making these each month to let you all know what is happening within the division and any planned upcoming changes to the division. We hope this will help to include you all more, and inform you relevant changes, so you can all come forward with suggestions and things that you all would like to see change within S.W.A.T.

    Roster changes
    December has been a great month for S.W.A.T. and with our expansion comes with a some new, potential operatives! Please welcome the following S.W.A.T. Applicants this month.

    Division Changes


    Command Changes
    The command in the S.W.A.T. Division has changed drastically in the month of December! Deputy Chief Sean Hamilton, has taken over as Director of Office of Special Operations. With that promotion, he appointed Liam Paige to become the new C.O. and he then appointed myself, Enzo Bozzuto as his A.C.O. With the implementation of this new command, they have been striving to expand the division as a whole, mainly with the implementation of the S.W.A.T. Sniper Program.

    Sniper Division Creation
    With the new position, I was able to implement the S.W.A.T. Sniper Division. This very limited Division only allows the best of the best to become certified, and trains them for intense operations. To read more about what it takes to become Sniper Certified, consider giving the Sniper Handbook a read. Only a limited number of Operatives will obtain this qualification and as of writing this, applications are now Closed. So far, we have seven operatives have passed the written test, and two of them have passed their field test. As of writing this, we have Four Sniper Certified Operatives. We have only deployed a sniper twice so far. If you have any concerns or would like to a report a Sniper Certified Operative, please email S.W.A.T. Command.

    Air Support Division Update - December 2018
    "TO PROTECT AND SERVE"

    Hello Pilots!
    Welcome to the fourth update of the Air Support Division where we would like to introduce you all to the updates within the division for the month of December. We are looking to get these made for each month to let you all know what is happening within the division, and any upcoming changes to the division. We hope this will help to include you all more, and inform you of changes prior to them happening, so you can all come forward with suggestions of things that you all would like to see change within the Air Support Division.

    Roster changes
    We have recently bought on several new pilots to the Junior Pilot Program. We would like to take this opportunity to extend a warm welcome to the following talented individuals:

    The following Pilots resigned or been removed from the Air Support Division and we thank them for their service to the division.

    The following promotions have also happened within the month of December. Congratulations to the following Pilots, and remember to reach out to the new Senior Pilots and schedule the Junior Pilot Examination with them if you have reached the requirement of 10 flight hours and feel ready to take on the test.

    Division Changes
    The biggest change to note is the Commanding Officer Alex Donnelly stepping down and a new Commanding Officer being appointed, Cynthia Shelby.

    This month we reduced the amount of flight hours per month required. However this brought with it the division being more strict on those not meeting the flight hour requirement. Pilots that do not meet the new time requirement per month will be removed when we see fit.

    I would also like to announce the introduction of Pilot of the Month. This award will be given out each month to an exceptional pilot who shows they are dedicated to the division and possess exceptional piloting skills.
    This award comes with a monetary reward of $5000 (($50,000)) in their next paycheck.

    I would like to announce that the Pilot of the month for December is Xoza Shadow. He has proven to be very skilled and provides clear and concise instructions to ground units during situations. He has logged 46 hours this month alone. Congratulations and thankyou for your service within the division.

    Division Information
    This month we participated in another LSPD job fair. The job fair was highly successful and the ASD booth was very popular. I would like to thank all Pilots that were involved in helping out with the Job fair.

    We will be looking to revamp the Tactical Pilot Program in the near future to enable members of ASD to better assist the LSPD and the people of Los Santos. In particular, this will be beneficial for Pilots who are interested in helping out with S.W.A.T. Operations. We will keep you updated once more information is available.

    I would like to remind all Junior Pilots that you are responsible for obtaining 10 flight hours and conducting your 10 hour flight check within 30 days to progress to Pilot. Junior Pilots not meeting this criteria will be removed and made to reapply when they have the time required to dedicate to the division.

    On a last note, thank you all for reading this update for the Air Support Division for December 2018. Good job on the flight hours for the month of December, and we hope to see a better increase for January. Welcome to the team, all new members within the division!

    Traffic Enforcement Division Update from SLO James Dalton

    The Traffic Enforcement Division has been up and running for four months now and this is the December 2018 update for all the changes and information within TED over the month of December. this division started with just a hand full of officers and in only a short while we have come a long way since September. Since then we have recruited a total of 24 current Traffic Officers, 7 of which are now at the rank of Traffic Officer I, 9 of witch are Traffic Officer II, and 5 of witch are now at Traffic Officer III. There has been a lot of improvements in the division as well as few special announcements that will be discussed later on in the update. To start of this month we have had the most traffic operations to date in a single month totaling at a whopping 4! even with the holidays now behind us we look to a better and brighter future going into 2019.



    Personnel Changes
    As stated above Traffic Enforcement Division has bloomed and grown and we like to now show who has joined us and who has been promoted since November. Firstly we would like to announce that Traffic Enforcement now has its first three Traffic Inspector and they are

    Car club
    This month there was no new applications for car clubs and there wasn't as many official races as previous months while we partly blame the snowy weather we here at Traffic Enforcement are still dedicated to proving the citizens of Los Santos safe and legal venues for the citizens to test their driving prowess and skills in the spirit of fun. With the weather warming up we expect a increase in theses events and hope that in 2019 that with thees outlets the amount of illegal street racing will drastically diminish and keep the overall safety of the roads Los Santos.     Traffic Operations & Events
    As mentioned in the intro of the updated we had four operations this month as well as a special departmental wide event the LSPD/LSEM/DOC Career day held at Ft. Zancudo, Traffic Enforcement got to show the public some of our special operation vehicles like the Marry as well as giving a chance for people to take a ride in a police cruiser and even let them drive some of our cruisers themselves.

    It's official the Motorcycle unit AKA Mary is now a Traffic Enforcement divisional vehicle that any Traffic Officer II+ can now apply for if they have a valid drivers license. Do you want to know more?CLICK HERE


    Looking Forward
    The follow is a message from Traffic Inspector James Dalton

    Hello Traffic Enforcement, today I am happy and proud to be one of the Traffic Inspectors along with Josh Paige and Blaise Metzelder, that being said, I have been with the division almost since its inception and have seen it grow from Captain Davis's pet project into a fully fledged division in the Los Santos Police Department and I would like to thank everyone in Traffic Enforcement as this would not be possible with out your help and hard work to keeping the streets of Los Santos safe. 2019 looks bright for our division however now that the snow has melted and temperatures rise I expect everyone in the division continue to be diligent in their efforts. I would like to remind all TED officers that when checking a person's license in the MDC that you see how many demerits a driver has, as a simple speeding ticket may be the difference between a fine and a suspended license. Do not be afraid to suspend licenses on every third demerit nor call backup if the situation needs it, remember to allow someone who has a suspend license from their 10-55 to either get a taxi or have someone else drive the vehicle away form the 10-55. DO NOT take any excuses from the person as they no longer can legally drive till their suspension ends. The friendly mechanics of LSC and Bayview can always securely store their vehicle in our impound lot free of charge if they cannot get someone to relocate their personal vehicle.

    With that out of the way Traffic Officer III's and Traffic Inspectors can now assist Traffic Officer I's as our new training protocol now mimics the FTO program, I know many of you may not be happy to effectively preform a FTP session to demonstrate your abilities as you may feel you passed your Session 5 already and became an officer, but for now this will remain the protocol for promotion from Traffic Officer I to Traffic Officer II. If you have any questions please feel free to email any of the Traffic Inspectors as we are here to help you in Traffic Enforcement. With that we say goodbye to 2018 and hello to 2019 I wish you all the best of luck in your endeavors.

    Field Training Program Update from Lieutenant Matt Trustson

    Dear Field Training Officers,

    Within the month of December we have seen a lot of new faces join us both as Field Training Officers and as Cadets. We have also seen a large change with a new session being introduced.

    This month we have seen 12 new Field Training Officers join us since we opened up the Field Training Program to Police Officer II's and without further ado I'd like to welcome:

    In the month of December there were 73 Field Training Program sessions conducted & logged, alongside 53 Field Training Officer ADAM Patrols. 20 new Cadets have been inducted into the Field Training Program, and we'd like to welcome them into the department..

    In an effort to improve the training our cadets go through, and give our FTOs more opportunity to train, the new Field Training Program Session 3 has been introduced. There are no major additions into the program, instead there has been a shift of what is taught in our session 2. If you're at all confused, please look at our revised Session Reports .

    This month has been quite a difficult one for the FTP Command to decide on, as to be quite honest there were a fair few candidates. However, after much discussion, we have decided to award Officer Helene Charbonneau AND Officer Lukas Montana for the month of December.

    Both officers shall receive a $25,000 bonus for their excellent quality of reports and dedication to their duties.
    If I could make a final note, and this is something I have mentioned to a few individuals, but I would like to say publicly. Thank you, to each and every member of the department who has put efforts into the program, and has truly tried to help our cadets. When I first joined the program, I was really excited to become an FTO, and in September 2017 I started conducting sessions. For a while, myself and a very small amount of people seemed to care for the program, but having spent the last few months in FTP Command, it is heartwarming where the program is now.
